Minister-designate Kim, who was selected as the successor to Unification Minister Kwon Young-se, is considered a hard-line conservative on North Korea. He served as the Blue House unification secretary in the Lee Myung-bak administration and serves as the chairman of the Unification Future Planning Committee in the Yoon Seok-yeol administration.

Kim, the successor to former Anti-Corruption and Civil Rights Commissioner Jeon Hyun-hee, who retired on the 27th, is a former special prosecutor who worked with President Yoon. Han Hoon, head of the National Statistical Office, was appointed as the vice minister of the Ministry of Agriculture, Food and Rural Affairs, Lim Sang-joon, the presidential secretary’s secretary for state affairs, and Lee Seong-hee, a research fellow at the Korea Labor Institute, were appointed as the vice minister of the Ministry of Employment and Labor. The 1st and 2nd vice ministers of the Ministry of Land, Infrastructure and Transport will be taken over by Kim Oh-jin, the administrative secretary of the presidential office, and Baek Won-guk, the national land and transportation secretary of the presidential office, respectively.
Park Seong-hoon, secretary for state affairs in the presidential office, was appointed as vice minister of the Ministry of Maritime Affairs and Fisheries, and Oh Ki-woong, head of the Planning and Coordination Office of the small and medium-sized venture business department, was selected as vice minister of the Ministry of Small and Medium Business. Kim Chae-hwan, a former professor at Seoul Cyber University, was nominated as the head of the National Public Service Personnel Development Institute, also at the vice minister level.
