[Look at China News, June 28, 2023](Look at the comprehensive report by Chinese reporter Li Huaiju)HongkongStarting from the 26th, the government has made a high-profile interception and investigation of illegal use of two yuan (Editor’s note: Hong Kong dollars, the same below) ride discounts on public transport vehicles in Hong Kong. No violations were found on the day. Chief Executive Lee Ka-chao said that the purpose of this two-month high-profile operation is to deter and educate the public, and that surprise inspections will be conducted from time to time in the future without prior notice.

Transport DepartmentSaid that as of 5:00 pm on the 27th, the special team checked 9 franchised bus and minibus routes, about 100 buses, and checked 60 passengers suspected of violating the two-dollar discount plan, but after checking, no violations were found. On the 26th, the Transportation Department checked 21 bus and minibus lines, more than 100 buses, and checked 55 passengers who were suspected of violating the regulations, and no one violated the regulations.

As for why the government wanted to intercept and investigate violations in such a large scale, ReNews analysis pointed out that it was due to the fear of someone “abusing”Two yuan ride discountincreasing the financial burden on the government.

The two-dollar travel discount will be used by the government during the ten-year period from 12/13 to 21/22financial9.165 billion yuan, an average of about 900 million yuan a year.

ReNews stated that the money is nothing compared to various useless projects in Hong Kong over the years. Li Jiachao took the initiative to “show his sword” earlier and claimed that some people abused the discounts, and never mentioned the actual figures. It is good to assume that the annual “abuse” is as high as 10 (In fact, it seems impossible) is only 90 million. Is it worth the effort? The actual effect, to put it bluntly, is nothing more than a kind of persuasive and intimidating treatment.

Starting from February 27 last year, the government lowered the threshold for the dual preferential scheme for the elderly, lowered the eligible age from 65 to 60, and extended it to red minibuses, kaito and trams.

In the past three years, due to the epidemic and political reasons, Hong Kong’s economy has shrunk, and the government has experienced a fiscal deficit. There are opinions in the market that the dual discount scheme should be abolished. Mr. Li, a Hong Kong citizen, told “Looking China” that the government’s so-called policies to benefit the people have political purposes behind them. He said that in Hong Kong, the elderly tend to support the government, while the young people tend to oppose the government. Therefore, many of the government’s policies to benefit the people are also inclined to the elderly. The dual preferential scheme is an example.

Mr. Li said that every time before the Legislative Council elections, the government uses its financial reserves to introduce such policies to win over the elderly and win votes for the establishment. The year it was first introduced (2012) was the Legislative Council election year.

Mr. Li believes that the original intention of the government is not to serve Hong Kong well, but to achieve political goals and buy people’s hearts.InterceptUsers who violate the rules are nothing more than a political show: first, to show that the government has supervision; second, once someone is found to be violating the rules, it will become an excuse for the government to cancel the policy in the future.

He lamented that after Li Jiachao took office, he did not do any practical work. There were many such political shows, and he also chanted a lot of slogans.
