Proposed Changes to Bulgarian Condominium Law Aim to Regulate Neighbor Relations and Improve Transparency

Next week, the parliament will consider the second reading of the law that regulates the relations between the neighbors in the blocks. In 2009, when the first version of the Condominium Management Law was written, there were neither professional house managers nor a desire to introduce some order on the part of the residents of the blocks. Ten years later, it is clear that the law does not correspond to practice and needs to be changed.

Since 2019, the Association of Condominium Management Companies has been actively working on creating a new law that would regulate relations in the industry and help people, BNR recalls. Due to the unstable political situation and the constant change of governments, the new law passed its first reading in the plenary hall only on June 9 this year. The second is coming up on July 6.

The “house manager” profession and its activity will be affected by the changes in the law and a public register will be created at the Ministry of Internal Affairs and Communications, and this is necessary because of the hundreds of examples of fraud. The internal managers will also be entered in this register and it will be known who is responsible for what.

Some of the upcoming changes that affect millions of Bulgarian citizens are presented by Tsvetelin Tsonev, a professional house manager from Ruse and a member of the Association of Condominium Management Companies.

“The register should be centralized and everyone should be registered there. There should be transparency of who deals with what, how many buildings they manage, etc. And for the sake of tax legislation, but also for easier access to the relevant house manager by the fire department, police and others institutions”.

The other significant change concerns the majorities by which decisions are made for each block.

There is also a change in relations with banks. Although the money is shared, at the entrance, the account holder is an individual.

There are new texts for companies operating as professional house managers. Certain requirements will be introduced for them, as well as mandatory registration.

According to experts, the Bulgarian Condominium Law used the good practice of Estonia. All – both professional house managers and residents hope that the regulation will improve the working mechanisms with the clear rules.
