Earlier this week, Dagbladet wrote about Erik Møystad (49), who suffers from severe sun allergy. Just seconds or minutes of sun exposure leaves him with large, painful rashes.
Møystad, who lives in Elverum, depends on the car to get from A to B. There is only one problem – the roads let in too much UV radiation.
When he goes out for a drive, he must therefore cover himself with thick clothes and put the air conditioning on full blast. It is not always sufficient, he learns.
Recently, his application to have UV film approved for the car windows was rejected for the second time.
– You almost feel like a burden, says Møystad.

Not getting new
When Dagbladet spoke to Møystad in 2021, he had a case pending with Nav about a UV film he had installed in the windows of the car in 2015.
Nav had given another company the job of installing the film. But on inspection by the Norwegian Public Roads Administration it was not approved. Møystad therefore had to remove it.
– Nav leaves everything to the user. They make accusations that I didn’t do a good enough job, claims Møystad.
He applied to be granted a new UV filter in the car in 2021, but was then refused by Nav. This is according to Bente Kaldheim, who is department director at Nav Hjelpemidelsentral Oslo.
– We understand that he needs a UV filter in his car, but the useful life for special equipment is 11 years, and since he got this approval in 2015, it was unfortunately not within the regulations to approve this again in 2021, she says .

The dispute about the certificate
Kaldheim explains that the car rebuilders who were to install the UV filter in 2015 clarified with the Norwegian Road Administration whether this was possible before installation, and that the go-ahead was then given.
– This was provided that Møystad could present a medical certificate when showing the car, she points out, and continues:
– We were not informed that Møystad did not present a sufficient medical certificate at the screening until he again applied for a new UV filter in 2021.
Møystad, on the other hand, says that he had all medical certificates attached when the car was to be checked. He also says he understands that the special equipment legislation is strict.
What he reacts to, however, is that he experiences being punished for something he believes is not his fault.

Chief engineer in the Norwegian Public Roads Administration, Stein-Helge Mundal, tells Dagbladet that it is permissible to install UV film on the car’s windows themselves. However, there are rules for where this can be done.
According to the vehicle regulations, it is not allowed to stick film on the windows through which the driver must be able to see. This applies to the windscreen and front side windows – i.e. in the windows Møystad needs protection.
Møystad, for his part, believes that several others have received permission to have UV film installed in both front and side windows.
– Is it true that such exceptions have been made in the past?
– I cannot rule out that affixed film on the routes may have been overlooked in connection with periodic vehicle checks (EU checks) at workshops, but that cannot be considered as either an approval of the film or an exception to the regulations, says Mundal.
Nor is he aware of any cases where an exception to this requirement has been granted.
– If you want additional UV protection in the front window and side windows, other measures are recommended that do not change the vehicle’s characteristics, he says.
He also points out that most new cars come with UV filters in the windows.
Here he realizes the huge mistake
– Can not afford
Møystad is on disability benefits, and says that he has very tight finances. Buying a new car is therefore out of the question.
– I can’t afford that, he says.
At the same time, he reacts to the fact that many of the newer cars come with darker windows originally, while he does not get this approved. He believes that health considerations should weigh heavily in this type of assessment.
– Must be taken seriously
Møystad, who has been fighting to get a UV film in place since 2015, hopes the matter will soon take a turn.
– The UV film had made my everyday life much easier, he points out.
– Patients with health problems must be taken seriously, and it must be possible to give them the help and aids they need, he believes.
