In 2021, they concentrated half of the fatal accidents at work in Île-de-France (48 reports in total). Construction sites are in the crosshairs of the Regional Directorate for the Economy, Employment and Labor (Drieets).
“The objective is to focus on exposed and fragile audiences,” notes Gaëtan Rudant, regional director. After an awareness campaign with the workers of the Grand Paris Express on May 10, the Drieets wants to bring together the heads of the 600 apprentice training centers (CFA) in the region (208,000 young people trained last year). It will be a first. “The idea is then to go into direct contact with these young people,” says Gaëtan Rudant.
It also announces the creation of awareness modules within integration structures. “This represents millions of hours of work on major construction sites in the Ile-de-France region. These audiences are more distant from work habits, they must be strongly supported. On April 6, Seydou Fofana, a 21-year-old young man on an integration contract with a subcontractor on the site of line 17 of the Grand Paris Express in Gonesse (Val-d’Oise), died, crushed by a concrete block.
“It is the employer who creates dangerous conditions”
In addition to these initiatives, set up during a Regional Committee for Prevention and Safety at Work (CRPST) on April 28, the Drieets supported the implementation of a tour of the FASTT (Social action fund for temporary work ) on the sites of the Olympic village and the media village in Seine-Saint-Denis.
This leaves Simon Picou, labor inspector, national secretary of the SNTEFP-CGT unsatisfied. “These measures convey the idea that employees are responsible for their working conditions, but it is the employer who creates dangerous conditions. We know that an economic model including cascading outsourcing can kill employees. And there, it is up to the state to act. “While a decree is to be published establishing the obligation for an employer to contact the Labor Inspectorate within twelve hours of a fatal accident, the CGT is calling for its extension to all accidents requiring the intervention of the emergency services.
Reinforced labor inspection
“It’s a good idea to target apprentices and integration structures. But when will business leaders set up a moment dedicated to safety, with their own employees? If the company wants apprentices, it must give itself the means. It’s a huge responsibility”, reacts Fabienne Bérard, co-president of the national collective Families Stop death at work, which demands in particular additional resources for the Labor Inspectorate and the restoration of health, safety and CHSCT working conditions.
In Île-de-France, one out of five labor inspector posts is vacant, around forty new recruits are expected in the coming weeks. The actions announced, which are in addition to those contained in the regional version of the work accident prevention plan, published in March 2022, will be implemented “at constant means”, indicates Gaëtan Rudant. Since the beginning of the year, the Labor Inspectorate has carried out, through a specialized unit, 450 interventions on the major construction sites in the Ile-de-France – ie “two per day”.
