Donny M. did not always receive appropriate care and support before he kidnapped and killed nine-year-old Gino from Limburg. According to the Social Domain Supervision, a collaboration of several inspectorates, improvement is needed.
According to the inspectorates, there is room for improvement in “the mutual cooperation and coordination between parties in the criminal, care and social domain”. The parties did work according to the agreements, they emphasize. It is not clear whether the events could have been prevented with better cooperation.
The inspections looked at, among other things, forensic youth mental health care, the probation service, the municipality and sheltered housing. They saw that the organizations were mainly focused on their own tasks and that the transfer did not always go well as a result. “For example, at the first transfer, the image emerged that the risk of repeating a sexual offense was low. This low risk of recidivism was adopted and repeated several times in the chain.”
Also, certain behaviors are not always well recognized. As a result, the care for M. was not always appropriate, the inspections concluded.
M. had already been convicted before he killed Gino
Gino disappeared on June 1, 2022 while playing football in Kerkrade. A few days later, on the instructions of M., his body was found behind a house in Geleen. This was close to the suspect’s home. M. has confessed that he kidnapped the boy, administered drugs, abused and then killed.
M. was convicted in 2017 of assaulting and threatening two children and abusing at least one of them. In 2015 he was convicted of attempted manslaughter because he had thrown a paving stone off a viaduct.
The judge then said that M. was less responsible because he has an autism spectrum disorder and is less gifted. “He is very dependent on guidance and supervision and can act impulsively at times when this guidance is not present.”
