Saudi Crown Prince Muhammad bin Salman presides over Council of Ministers session, discusses international relations, space mission, and citizen services

Al-Marsad Newspaper – SPA: His Royal Highness Prince Muhammad bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister – may God protect him – presided over the session held by the Council of Ministers, at Al-Salam Palace in Jeddah.

Meeting with the President of Venezuela

At the beginning of the session, His Highness briefed the Cabinet on the content of his meeting with the President of the Bolivarian Republic of Venezuela, and what it included in reviewing the relations between the two friendly countries and prospects for cooperation and opportunities to enhance it in various fields.

Total conversations between senior officials

Then the Council of Ministers dealt with all the talks that took place between senior officials in the Kingdom and their counterparts in a number of countries during the past days, within the framework of the Kingdom’s keenness to strengthen ties of friendship and build bridges of cooperation with the international community. In a way that supports the consolidation of the principles of development, progress and prosperity in the whole world.

BRICS meeting

In this regard, the Council renewed what the Kingdom confirmed during the ministerial meeting of the Friends of the (BRICS Group), which was held in the Republic of South Africa, that it will continue to work with international partners to achieve the goals of sustainable development by 2030 AD, and to intensify global efforts to enhance food and energy security.

In his statement to the Saudi Press Agency after the session, His Excellency the Minister of Information, Salman bin Youssef Al-Dosari, stated that the Council of Ministers praised the agreement reached at the (35th) ministerial meeting of the countries of the (OPEC Plus) group regarding the level of production for the year 2024 AD, and the announcement of Voluntary cuts initiated by the Kingdom to enhance precautionary efforts aimed at supporting the stability and balance of oil markets.

The scientific mission of the two astronauts

The Council considered the success achieved by the scientific mission of the Saudi astronauts to the International Station that it comes in the context of the Kingdom’s interest in strengthening its role in the world of space and the manufacture of its technologies, and its continued efforts in empowering people and protecting the planet, and shaping new horizons through science, research and innovations in this field.

Improving the level of services provided to citizens

The Cabinet emphasized the utmost importance the state attaches to improving the level of services provided to citizens. Including enhancing water resources and working on their sustainability through the launch of many projects in this vital sector to provide water supplies and services with high quality and efficiency, including the Jubail Desalination Plant (3A) project, which is the latest and largest of its kind in the world.

General population census

And His Excellency indicated that the Council noted the comprehensive data provided by the General Population and Housing Census for the year 2022 AD, which will be – God willing – a basic pillar for planning, development, decision-making and economic and social policy-making. In a way that contributes to achieving the objectives of (the Kingdom’s Vision 2030) and preparing to create a better future.

The Council of Ministers reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers.

Firstly :

Authorizing His Royal Highness the Minister of Energy – or his representative – to discuss with the Kazakh side a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Kazakhstan for cooperation in the field of energy.

secondly :

Authorizing His Excellency the Minister of Finance – or his representative – to discuss with the ministries of finance in the countries of the Cooperation Council for the Arab States of the Gulf regarding a draft memorandum of understanding for cooperation in the financial field between the Ministry of Finance in the Kingdom of Saudi Arabia and the ministries of finance in the countries of the Cooperation Council for the Arab States of the Gulf.

Third:

Authorizing His Excellency the Minister of Investment – or his representative – to discuss with the Beninese side a draft memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of Benin for cooperation in the field of encouraging direct investment.

Fourthly:

Authorizing His Excellency the Minister of Investment – or his representative – to discuss a draft memorandum of understanding between the Ministry of Investment in the Kingdom of Saudi Arabia and the United Nations Conference on Trade and Development (UNCTAD).

Fifth:

Authorizing His Excellency the Minister of Education – or his representative – to discuss with the Qatari side a draft educational cooperation agreement between the Ministry of Education in the Kingdom of Saudi Arabia and the Ministry of Education and Higher Education in the State of Qatar in the field of dispatching Saudi teachers and educational supervisors.

Sixthly :

Authorizing His Royal Highness, Chairman of the Board of Directors of the Nuclear and Radiological Control Authority – or his representative – to discuss with the Yemeni side a draft memorandum of understanding in the field of nuclear safety and radiation protection between the Nuclear and Radiological Control Authority in the Kingdom of Saudi Arabia and the National Atomic Energy Committee in the Republic of Yemen.

Seventh:

Authorizing His Excellency the Minister of Information, Chairman of the Board of Directors of the General Authority for Audiovisual Media – or his representative – to discuss with the Hellenic side a draft memorandum of understanding between the General Authority for Audiovisual Media in the Kingdom of Saudi Arabia and the National Center for Audiovisual Media and Communications in the Hellenic Republic for cooperation in the field of visual media And the audible.

Eighth:

Authorizing His Excellency the Governor of the Saudi Central Bank – or his representative – to discuss with the Hong Kong side a draft memorandum of understanding between the Saudi Central Bank in the Kingdom of Saudi Arabia and the Monetary Agency in the Hong Kong Special Administrative Region of the People’s Republic of China for cooperation in the field of financial innovation.

Ninth:

Approval of a memorandum of understanding between the General Directorate of Financial Investigation at the Presidency of State Security in the Kingdom of Saudi Arabia and the Directorate of Financial Investigation at the Ministry of Interior in the Kingdom of Bahrain in the field of exchanging information related to combating money laundering, associated predicate offenses and terrorist financing.

Tenth:

Approval of a memorandum of understanding between the General Department of Financial Investigation at the Presidency of State Security in the Kingdom of Saudi Arabia and the Financial Investigation Unit in the Republic of Kosovo regarding cooperation in exchanging investigations related to money laundering, terrorist financing and related crimes.

eleven :

Transferring the competences of designing, constructing, developing, operating and maintaining dams in all regions of the Kingdom from the Ministry of Environment, Water and Agriculture to the General Corporation for Irrigation.

Twelfth:

Approving the amendment of the accredited valuers system, issued by Royal Decree No. (M / 43) dated 7/9/1433 AH, as stated in the decision.

thirteen :

Renewing the membership of Dr. Badr bin Hudaydh Al-Harbi, and appointing Dr. Lamia bint Fouad Daghestani and Eng. Khalid bin Abdullah Al-Arfaj as members of the Board of Directors of the National Center of Meteorology, from specialists and experts in the field of work of the center.

Approval of promotions to the ranks (fifteenth) and (fourteenth) as follows:

Promotions:

Dr. Muhammad bin Ali bin Ahmed Kameli is promoted to the position of (principal business advisor), rank (fifteenth), at the Ministry of Interior.

Abdullah bin Yahya bin Ali Al-Arfaji is promoted to the position of (District Emirate Deputy) at the (fifteenth) rank in the Emirate of Asir Region.

Promotion of Kamal bin Ahmed bin Mohammed Saeed to the position of (principal business advisor), rank (fifteenth), at the Ministry of Commerce.

Promotion of Nayef bin Abbad bin Abdullah Al-Dairi Al-Otaibi to the position of (principal business advisor) at the (fifteenth rank) at the Ministry of Human Resources and Social Development.

Marzouq bin Fahd bin Numan Al-Kharboush Al-Shammari is promoted to the position of (Senior Business Adviser) at the (fifteenth rank) at the Ministry of Human Resources and Social Development.

Khalid bin Suleiman bin Abdul Rahman Al-Subhi is promoted to the position of (Regional Affairs Adviser) at the (fourteenth) rank at the Ministry of Interior.

Hasan bin Dhaif Allah bin Muhammad Hassan Al-Osaimi is promoted to the position of (legal advisor), rank (fourteenth), at the Ministry of Interior.

Promotion of Mohammed bin Ali bin Abdullah bin Manea Al-Sahli to the position of (security advisor), rank (fourteenth), at the Ministry of Interior.

Promotion of Ibrahim bin Ahmed bin Abdullah Al-Zalfan to the position of (General Manager) at the (fourteenth rank) at the Ministry of Human Resources and Social Development.

The Council of Ministers also reviewed a number of general issues on its agenda, including annual reports of the Ministry of Foreign Affairs, the Ministry of Health, and the Saudi Industrial Development Fund, and the Council took the necessary measures regarding these issues.
