During the morning of this Friday the Minister of Education, Marco Antonio Avilatalked with DNA Today on references to items in his portfolio made in the Public Account of President Gabriel Boricspecifying that in the case of the Credit with State Guarantee (CAE), which was totally subject to the approval of a tax reform, it is a problem that must be considered by all sectors as a State problem and that the government proposal aims to advance a solution with a line of work and not in an immediate forgiveness for all.
“It is a problem of the State with its citizens, there are more than 1 million people in debt, seven out of 10 families in debt with the CAE, we all know someone who has a situation with the CAE, all debtors are not equal, so when we talk about universality we think that everyone will benefit in some way, this is gradual, fair, progressive and should be a solution that the State as a whole resolves in more than one term“, Minister Ávila explained.
In this sense, he pointed out that “this is not a waiver that you go in with a check and pay everything, but rather that you have a 10-15 year line of work where you can get out of this problem and help the citizens, if that’s what politics is for, to help people, to get them out of bad public policies, to resolve their conflicts”.
To this, the Minister of Education added that “what the President does is reinforces the definition that I had made last year, that it was linked to the tax reform, I think that a possibility opens up in this area because what I have tried to communicate is that the CAE problem is not a government problemit is a problem of the country, a problem of the State, this is a bad educational policy”.
Historical teacher debt
The Minister of Education also referred to the annoyance of the teachers after President Boric indicated that there are currently no resources to pay that debt, adding that he empathizes with that sentiment, although he acknowledged that a new fiscal pact is necessary to be able to advance at least in the most urgent cases.
“I empathize with the teachers, but I also want to be clear in saying that the President exposes the scenario we have todaythere is a fiscal scenario of the resources that are available, we have advanced as a government for the workers, therefore it is part of what has to help us sensitize that political sector that does not want or resists advancing in a tax pact to have resources, there is an opening, working with the guild, to be able to looking at those solutions or looking at a solution with those people who are older or more urgent, to take independent charge of the current scenario of the most urgent situations“, pointed out Minister Marco Antonio Ávila.
