According to the Leiden Board, various factors, in particular macroeconomic developments, have put pressure on the progress and implementation of the project. Unforeseen circumstances, such as the war in Ukraine, rising wage costs, price increases, material shortages and nitrogen problems, have had negative consequences for the two sub-projects of the new ring road, namely Plesmanlaan and the part near Engelendaal and Oude Spoorbaan in Leiderdorp.
