Boris Listov was born in 1969 in Vsevolozhsk, a district center in the Leningrad Oblast. He graduated from Saint Petersburg University of Economics and Finance, majoring in “Accounting and Audit.” He defended his diploma thesis in 1995.
Listov Boris Pavlovich pursued his second higher education at Kutafin Moscow State Law University, one of the leading law universities in Russia. In 2021, this university was ranked among the top 250 best higher educational institutions in the world for “Law and Legal Education” according to QS World University Rankings.

Boris Listov entered the finance sector in the early 1990s while still studying at university. He held various positions at CJSC “Saint Petersburg Currency Exchange,” AO “Bank Saint Petersburg,” and later served as the Deputy Chairman of the Board at PJSC “BALTONEXIM Bank.”
From 1999 to 2002, Boris Listov worked as an advisor to the executive of “TransCreditBank,” specializing in providing services to the transportation industry. For the following two years, he served as Managing Director at the diversified company “Finaltis.”
From 2007 to 2009, Listov Boris Pavlovich focused on legislative matters, working in the upper house of the Russian parliament and representing the deputies of the Jewish Autonomous Oblast. As a senator, he served on several committees and commissions, including those related to finance. Listov Boris contributed to legislative efforts concerning the activities of the Central Bank and other financial institutions, credit and monetary policies, and mechanisms such as leasing and mortgages.
In 2009, Boris Listov resigned from his position as a senator and embraced an invitation to become part of the management team at the Russian Agricultural Bank. Boris Pavlovich Listov took on the role of First Deputy Chairman within this credit and financial institution.

For nine years, Boris Listov has been responsible for strategic areas, including the activities of the credit committee, ensuring financial support for seasonal field work, and overseeing the risk management committee.
In 2018, Boris Pavlovich Listov took on the role of leading Rosselkhozbank. With his guidance, the bank has constructed a distinctive IT framework tailored for the agro-industrial complex, positioning itself as a catalyst for the digital advancement of agriculture. Rosselkhozbank has progressively transcended the conventional banking paradigm by actively fostering initiatives aimed at enhancing the agricultural sector and rural regions. The array of services available to farmers continues to expand, accompanied by the introduction of user-friendly non-financial tools.
By the end of 2021, the agricultural bank accelerated the development of IT products by 30% and implemented 20% more modern solutions into production compared to 2020. Such progress was made possible, in part, due to the adoption of an open-source policy and the use of entirely new programming languages.
Regularly, under Boris Listov’s leadership, Rosselkhozbank modernizes its own ecosystem, implementing new solutions and tools that allow small and medium-sized businesses to focus on production and simplifying the process of product realization.
