Senasa, Dgspc, and Ombudsman collaborate to provide health insurance for deprived of liberty.

The holders of the General Directorate of Penitentiary and Correctional Services (Dgspc), of the National Health Insurance (Senasa) and the Ombudsman, held the first collaboration and inter-institutional planning meeting with the purpose of providing the more than 25,000 deprived of liberty from subsidized health insurance.

The first working group took place at the headquarters of the Senasawith the presence of its executive director Santiago Hazim, Roberto Hernández Basilio, from the Dgspc, and Pablo Ulloa, ombudsman.

According to a press release, at the meeting, the director of the Senasa stated: “This initiative proposed by the Attorney General’s Office, through Roberto Hernández Basilio, head of the Dgspc, and the ombudsman, Pablo Ulloa, will allow us to guarantee the fundamental right of Social Security to deprived of libertyprotected by article 60 of the Constitution, which establishes that they do not lose their right to health”.

He highlighted the social protection policies implemented by the government, at the same time that he highlighted: “An example of this is that of the more than 7,000 deprived of liberty that has the center of La Victoria, the Senasa has benefited more than 4,000 inmates with subsidized insuranceTherefore, the validation of the documents required for the affiliation process is being carried out to incorporate the entire prison population of the country into health insurance”.

For his part, the director of the General Directorate of Penitentiary and Correctional Services celebrated the collaboration of the National Health Service and said that in his management the right to health is in the first place, as a guarantee of the application of the Penitentiary Treatment established by the Law 113-21, on the Penitentiary Regime.

“We have to continue advancing in the health aspect, and the efforts that we began today, in coordination with SeNaSa and the support of the Ombudsman, is essential for the deprived of liberty get the services they need safely,” he said.

In this sense, the ombudsman maintained that the need for health insurance for all deprived of liberty has been a latent concern since he began his management, for which the work team of this institution carried out a Socio-educational and Criminological Study on the deprived of liberty of the 47 penitentiary centers nationwide.

“Thanks to this study that we carried out, we have been able to compile clear figures on the health situation of inmates in prisons, therefore, this collaboration with Senasa and Dgspc means a milestone with a view to safeguarding the right to health established by the Constitution,” said Ulloa.
