State Program “єVіdnovlennya” Offers Up to 200 Thousand Hryvnia for Repairs of Damaged Houses or Apartments by Occupiers

The state program “єVіdnovlennya” allows you to get up to 200 thousand hryvnia for the repair of houses or apartments damaged by the occupiers.

Almost 11,000 Ukrainians have already applied for reimbursement under the state program “єVіdnovlennya”. It allows you to receive up to 200 thousand UAH for the repair of houses or apartments damaged by the occupiers. We are talking only about those houses that received relatively little damage. Regarding the destroyed houses, the state is preparing other programs that will be launched later.

Injured but alive

After the de-occupation of the village of Bolshaya Dymerka, local resident Anna Sorochan saw her house behind a fence bent by a shock wave with broken windows and damaged walls. Injured but alive.

The family home, which had been lived in for almost 13 years, was in need of immediate repair.

“They restored the walls, because the frame is wooden. And these racks are strong, but they were broken,” she says.

Anna’s husband is fighting at the front. She herself works. All earnings are given by the family for repairs. But many things have not yet been done.

Last year’s Russian occupation and hostilities not far from her house are still reminiscent of the removed wooden decoration and the remains of the roof on the ground, which collapsed and was beaten with shrapnel…

Nikolai, a resident of the village of Ploske in the Veliko Dimersky community, says that he was relatively lucky, the main damage in his house is external. Inside the house, the Russian military visited, but, fortunately, there was only a mess.

Now the man at his own expense replaced the doors and windows, partially the roof, so that the house survived the winter and the family could live in it. With other repairs, I hope the state will help.

“We can try to restore the facade. What to do with the porch and roof – you will need to think, ”he says.

In the Great Dimer community, thousands of families found themselves in a situation similar to Anna and Nikolai. Damaged houses – more than 2,300. Mostly these are private houses. More than two hundred – completely destroyed. But many of them can be repaired.

Who can get help

Most of these families can now apply for assistance from the state under the program “єVіdnovlennya”.

The following families will be able to receive the amount up to 200 thousand hryvnias:

  • whose living quarters have been damaged due to a Russian attack since February 24, 2022;
  • recoverable;
  • located in non-occupied territory;
  • has not been completely renovated on its own.

Destroyed houses that require major and costly repairs are not included in “Yevdnovlennya”.

This program is aimed primarily at those who can quickly make small repairs so that the house can be lived in this winter. We are talking about both houses and apartments. Application for participation in the program can be submitted through the application or portal “Diya”.

How long to wait for funds

Anna and Nikolai say they have already applied. Now they are waiting for the commission, which will conduct an examination of their houses.

The Great Dimer community was among the pilot ones, where “єVіdnovlennya” was tested, so the inspectors should come to them one of the first. Now such commissions have already been formed in all regions. And the process itself, as promised by the Ministry of Infrastructure, will be fast.

30 days are allocated for the entire procedure, to which local governments are related.

The process of description, evaluation is clearly defined. Damage data will be entered into an electronic system, which will automatically calculate the amount for restoration. The cost of each type of work has already been calculated by the state and will be the same throughout Ukraine. Money will be allocated only for future repairs. This program does not provide reimbursement for what has already been done. The funds themselves will be credited to a special card “єVіdnovlennya”.

The money that is credited to the account cannot be withdrawn. They can buy building materials or hire a contractor to carry out repairs.

At the same time, the ministry notes that if the commission registers a greater amount of damage than 200,000 hryvnias, then such a family will apply for another program that provides for more expensive repairs. It will also start working soon and will have a slightly different procedure. The same applies to destroyed houses, the restoration of which will be financed under another program.

Anna Sorochan hopes that with the help of the state she will soon be able to return to the house where she has not lived since February 2022.

“If only to resume communications. It won’t be very good, but you can already somehow live inside, ”she says.
