“Riga City Council Plans to Create Bicycle Routes with 21.2 Million Euros From EU Recovery Fund”

The Riga City Council plans to attract 21.2 million euros from the European Union Recovery and Resilience Mechanism Fund for the creation of bicycle routes to Pinkai, Ulbrok and Ķekava.

According to the information presented to the members of the City Development Committee of Riga City Council, Riga plans to build bicycle infrastructure in the direction Riga-Babīte-Piņki, Riga-Ulbroka, Riga-Ķekava”.

The total cost of the project is 25.6 million euros, of which 21.2 million euros are financed by the Recovery and Resilience Mechanism Fund, and 4.5 million euros are co-financed by the Riga State City Municipality.

The partners of the project are the Riga Planning Region, the municipalities of Mārupe, ĺdažu, Ķekava and Ropažu counties.

When implementing the project, approximately 5.4 kilometers of bicycle path will be built from the capital to Ulbrok, to Ķekava – approximately 4.1 kilometers, to Pinkai – 7.1 kilometers.

In the project, Riga Municipality will develop only the stages located in the administrative territory of the municipality.

The Mārupe municipality, on the other hand, informs that with co-financing from the Recovery Fund in the amount of 2.9 million euros, it has started the implementation of the project “Creation of a regional bicycle infrastructure in the Mārupe region”.

Mārupe municipality will be involved in the creation of two regional cycle routes – Riga – Mārupe – Jaunmārupe and Riga – Babīte – Piņki.

In 2022, a feasibility study of both routes has been carried out and a cost-benefit analysis has been developed. This year, the municipality plans to develop construction projects and in this construction season to carry out construction works on the Riga – Mārupe – Jaunmārupe route, constructing the section of Ziedkalnu Street.

As reported, the submission of projects for the creation of bicycle routes in five priority corridors in the Riga metropolitan area has begun, LETA agency was previously informed by representatives of the Ministry of Transport.

A total of 34.5 million euros is planned for the development of bicycle infrastructure from the Rehabilitation Fund.

Projects can be submitted until July 31 of this year.

Bicycle routes are expected to be created by May 31, 2026 at the latest on the routes Riga-Carnikava, Riga-Ulbroka, Riga-Ķekava, Riga-Babīte-Piņķi and Riga-Mārupe.

The implementation of projects in the priority corridors and the respective beneficiaries of the funds are determined in the plan of the Recovery Fund, thus the submission of new proposals is not foreseen.

The development of bicycle paths is one of the prerequisites for the interconnection of neighborhoods, which will contribute to the improvement of the environment and the quality of life in the regions. This is one of the measures implemented by the Ministry of Transport in the greening of the transport system of the Riga metropolitan area, in which it is planned to invest a total of 295 million euros in funding from the Recovery Fund.
