According to the municipality, this is the only way to solve the problems at the holiday park in North Arnhem. There have been many problems at the park for years. The houses are dilapidated and not suitable for habitation according to the municipality. The park is no longer attractive for recreationists.
People living in the park are also not entitled to rent protection. Many houses are therefore inhabited by migrant workers. “The risk of criminal activity is increasing, because it is easy to stay out of sight in such an isolated place,” says the municipality.

Oostappen has often been urged by the municipality to do something about it, but has not responded. Municipalities can deal with permanent residents, but it is more difficult to deal with an owner like Gillis. Due to the major problems with quality of life and safety, Arnhem has now decided to change the zoning plan.
Peter Gillis is at odds with the municipality in several places in the Netherlands. For example, several municipalities refuse him permits for fear of crime.
