“Castilla y León Courts Discuss Report of Common Prosecutor for 2022 in Monographic Plenary Session”

The Courts of Castilla y León will debate next Tuesday, May 9, the report of the Common Prosecutor, regarding the year 2022, in a monographic plenary session on this matter, which will begin at 10:30 a.m. a few days after the start of the electoral campaign .

The plenary session will begin with the presentation of the report by the Public Prosecutor, Tomás Quintana, with no time limit and then the groups proceed to establish their position.

The Mixed Group will begin, followed by UPL-Soria ¡Ya!, Vox, PSOE and PP, all of them with a time of 15 minutes to which the Common Attorney will respond later.

REPORT

The Common Attorney has processed, during the year 2022, a total of 8,247 files, of which 1,807 were complaints from citizens, most of them from rural areas, while the institution has carried out 73 ex officio actions.

During the presentation of the report, Tomás Quintana highlighted that the degree of acceptance of the resolutions has stood, in 2022, at 88.92 percent, above the 83 percent of the previous year.

With the processing of these 8,247 files, added to those carried over from other years, 11,533 resolutions have been issued, almost 300 more than the previous year and, of these, 170 have been archived as no irregularities were found in the actions of the competent administration. .

Regarding the origin of the complaints, once again the province that has presented the most has been León, with 389; followed by Valladolid, 274; Burgos, with 201; Salamanca, with 157; Palencia, with 148; Avila, with 107; Zamora, with 98; Segovia, with 87; and Soria, with 59, although he has specified that there are also complaints from other provinces.

In addition, of the total number of complaints, 16 matters that have been considered multiple complaints as they have been presented by more than ten people that have had to do, among other matters, with the request for the preparation of menus in schools and not the provision of the service through a cold line or the provision of the health service in areas of Zamora or León.

There has also been a significant number of complaints related to the installation of wind farms or the production of photovoltaic energy in the province of Burgos.

With regard to the 73 ex officio actions by the institution, files have been developed for the provincial councils so that, jointly, they could provide a solution to the problem of financial exclusion in rural areas.

Also, ex officio action has been taken in matters such as pediatric care in Zamora; the conditions of the ambulances; or the attention of some rural clinics in the province of Soria or the provision of public services in small municipalities by the councils, the selective collection of textile waste, cooking oil and hazardous waste.

In addition, among them are the evaluation of light pollution produced by public lighting installations; management of the development and establishment of the use of energy saving and efficiency measures in buildings; metrological control of photo-red devices; the occupation of public space by terraces of catering establishments; and the supply of sufficient and quality drinking water in small towns.

Other issues are the calls for the constitution of lists of applicants to occupy teaching positions on an interim basis in the body of teachers; the assistance of the councils to the municipalities for the application of aid and its management charged to the Next Generation Recovery Fund; the conservation and enhancement of the properties of old railway use; or the access of citizens to all the Assets of Cultural Interest declared in the Community, among others.

In addition, some ex officio actions of a more limited territorial scope have been promoted, such as accessibility to urban public transport vehicles in the municipality of Ávila, health care in Rejas de San Esteban (Soria), the suppression of the night guard service of pharmacies in the Basic Health Zones of Tera and Vidriales, the promotion of the salt mines of Poza de la Sal (Burgos), the Conservation of the House of Deaths in Salamanca, the situation of the child and adolescent mental health service in Aranda de Duero (Burgos), among others.

AREAS

By areas, of the 1,807 complaints filed this 2022, most of them have to do with the local Administration, especially in rural areas, according to Quintana, with a total of 394; followed by public employment, with 232; health and consumption, with 177; Environment and Family, with 161 each; promotion, with 147; estate, with 141; interior, with 108; education, with 94; industry, with 82; agriculture, with 45; justice, with 34 and culture, with 31.

Regarding the distribution by administration, 51.91 percent (938 complaints) were for the local; followed by 37.58 percent (679) of the autonomous region; 7.69 (139) from the central, 1.22 percent from justice (22 complaints), as well as 21 for matters of a private nature and another eight corresponding to the other section.

In addition, in the complaints of the autonomous Administration, 192 were from the Ministry of Health; 120, of Education; Family, 84; Presidency, 78; Environment, Housing and Territory Planning, 68; Economy and Treasury, 33 Industry, 24; Agriculture, 21; Culture, 17; Mobility, 15; as well as the universities of Salamanca (12); Burgos (6); Valladolid (5); and Leon (4).

FIRE

Regarding fires, the Common Attorney has assured that no complaints have been received but the institution did act ex officio days after the fire in Sierra de la Culebra, in Zamora, although the Ombudsman also intervened and this has been body that has continued with it, although the Common Attorney has asked that the suggestion be incorporated to the central government so that it takes into account actions during the winter of prevention.
