Among the irrational expenses are consultants and specialists, on whom millions of soms were spent
According to the state investment program in agriculture, 105.2 million soms were spent with violations. This was reported in the Accounts Chamber of the Kyrgyz Republic.
“An audit was conducted on the effectiveness of the use of funds allocated under the state investment program for projects for the development of the agricultural sector of Kyrgyzstan,” the ministry said. “During the audit, it was found that 105.2 million soms were spent with violations.”
Thus, under the project “Livestock and Market Development – 1” (implementation of the project for 2013-2019), in a number of cases, funds were used inefficiently and irrationally, without achieving the goals of the project. 20 specialists and consultants were hired to monitor and assess the state of pastures in the Issyk-Kul and Naryn regions. However, official data on the state of pastures, the degree and area of pasture degradation are not available. The remuneration of these specialists and consultants amounted to 15.9 million soms.
According to the contract signed on March 17, 2017 with the Veterinary Chamber of Poland on twinning cooperation, the Veterinary Chamber of Kyrgyzstan did not receive a harmonized final document in the form of a guide on financial sustainability of the Veterinary Chamber of the Kyrgyz Republic. 4.3 million soms were spent on the implementation of this cooperation. In addition, during the project implementation period, 10.4 million soms were financed for the operating expenses of the Veterinary Chamber, while the Veterinary Chamber was not formed as a financially stable structure, and was also unable to contribute to this project. Under the project, vehicles were purchased in the amount of four units for a total of 6.1 million soms.
The duplication of functional responsibilities of the management of the department for the implementation of agricultural projects led to the irrational use of funds, in terms of paying wages in the total amount of 1.5 million soms.
Under the project “Ensuring access to markets” (implementation of the project for 2019-2021), funds in the amount of 2.8 million soms were used without achieving the goals of the project, including unjustified wage payments for 0.6 million soms.
Under the project “Additional Financing for the Project “National Water Resources Management” (implementation of the project for 2020-2022), 5.1 million soms were used without achieving the goals of the project.
