Creation of a Public Establishment of an Administrative Nature called “National Authority for Evaluation and Quality Control of Basic and Secondary Education”

Mauritanian News Agency – The Council of Ministers met on Wednesday April 26, 2023, under the chairmanship of His Excellency the President of the Republic, Mohamed Ould Cheikh El Ghazouani.

The board examined and adopted the following draft decrees:

‐ Draft decree establishing a Public Establishment of an Administrative nature called “National Authority for Evaluation and Quality Control of Basic and Secondary Education” and laying down the rules for its organization and operation.

This draft decree is part of the implementation of the commitments of His Excellency the President of the Republic, relating to the reform of the national education system, by ensuring a quality, complete and equitable educational service. In this respect, this draft decree proposes the creation of a national authority for the evaluation and quality control of basic and secondary education, whose main mission is to: (i) control the quality of students ; (ii) monitor and evaluate the performance of personnel working in the educational field; (iii) monitor the performance of educational institutions.

‐ Draft decree repealing and replacing decree n° 2018/106/PM of June 19, 2018, supplementing certain provisions of decree n° 2016-082 of April 19, 2016, amended, harmonizing and simplifying the remuneration system for civil servants and agents contractors of the State and its public administrative establishments.

The purpose of this draft decree is to complete Annex III of Decree No. 2018/106/PM of June 19, 2018, supplementing certain provisions of Decree No. 2016-082 of April 19, 2016, as amended, harmonizing and simplifying the system of remuneration of civil servants and contractual agents of the State and its public establishments of an administrative nature, to allocate allowances and bonuses to the benefit of the body of trainers of the Normal Schools of Teachers (ENI).

The Minister of Foreign Affairs, Cooperation and Mauritanians Abroad presented a communication on the international situation.

The Minister of the Interior and Decentralization presented a communication on the internal situation.

The Minister of Economic Affairs and Promotion of the Productive Sectors presented a communication on the national anti-corruption strategy 2023-2030.

The purpose of this communication is, on the one hand, to take stock of the fight against corruption in our country since 2010 and the activities undertaken in this context in 2019, in particular: i) the publication of the reports of the accounts ; (ii) evaluation of the public procurement system; iii) publication of the list of over-the-counter contracts; and (iv) swearing in of persons responsible for public procurement.

On the other hand, to present the outline of the updated National Anti-Corruption Strategy for 2023-2030, the main objective of which is to ensure better moralization of public life, in particular through the strengthening of powers and the efficiency of judicial bodies and oversight bodies, while promoting the role of Parliament and civil society in the fight against corruption.

This strategy defines an approach structured in five pillars, because of their impacts on the real incidence of corruption and on its perception:

• Good governance;

• Prevention and detection of corruption;

• Repression ;

• Communication and awareness; And

• La culture anti-corruption.
