Work: the vague objective of full employment
It is by the “first pillar” government action that Elisabeth Borne began her speech: “Work, full employment and reindustrialization”. The Prime Minister confirmed the Head of State’s desire to build a new agenda with the social partners, by July 14, to draw up the “work life pact” announced by Emmanuel Macron, during his televised address on April 17.
This project will have to relate to measures on career prospects, professional wear and tear, to improve working conditions, the employment of seniors – in particular the pension reform measures censured by the Constitutional Council -, or even the savings account universal time.
Before that, a new bill will be presented by the government at the beginning of June with the ambition of continuing to reduce unemployment, to achieve full employment by 2027 – this is the objective set by the head of the State. The text will include the creation of France Travail, which will replace Pôle emploi. “We want a more efficient public employment service, at national and territorial level”explained Elisabeth Borne.
It is also in this context that the active solidarity income (RSA) must be reformed in order to make it conditional on fifteen hours of weekly activity. “With the departments, we want to provide more support and encourage the resumption of activity, the people furthest from employment, such as the beneficiaries of the RSA”said M.me Borne.
Health: repetitions and precision
On the health site, the Prime Minister’s speech unsurprisingly resumed the list of the various measures put forward for several months by the government in the face of the progression of medical deserts and the shortage of doctors and caregivers.
Support the recruitment of 6,000 medical assistants, create places in nursing training institutes, unclog emergency rooms, find a doctor for patients with long-term illnesses who do not have one… The roadmap has declined, point by point, guidelines already announced by the President of the Republic who, just the day before, devoted a trip to health.
The only novelty came from a clarification made by the head of government on a legislative text: a bill relating to health and territories aimed at improving access to care will be examined in June. This is the parliamentary initiative, currently being drafted, carried by the deputy of the majority Frédéric Valletoux (Horizons, Seine-et-Marne), we confirm avenue de Ségur, and which should, therefore, be supported by the government.
