The draft of a Santa Fe Film Law has parliamentary status. It was presented by the deputy Matilde Bruera, it has the support of 11 deputies from all the blocks, and it is expected to be dealt with in commissions. “The support of the blocks reflects the endorsement of the broad political spectrum as well as the entire audiovisual sector, which we were summoning from the initial work we did with David Eira Pire, with whom we wrote the first versions of the project. The sector has been summoned and we are all buckled behind this unique project to promote provincial audiovisual activity. The support of deputies from all the blocks also shows that the project comes to cover a historical need, that of a law that stimulates the development of the production, exhibition, distribution, and conservation of cinematographic and audiovisual works ”, he explains to Rosario/12 the filmmaker Rubén Plataneo.
“INCAA’s development fund is not enough to cover national production and even ends up being too concentrated in Buenos Aires, in the AMBA, most of the development goes there and this is part of the claim and the need to federalize its application. The law will allow the province to have its own plan, and to find a complement with the national fund. On the other hand, we are talking about Santa Fe, the second exporting province in the country; that is to say, there is an impressive economic flow, a livelihood that can be applied to audiovisual production”, continues Plataneo.
-How do you plan to implement this fund?
-The heart of this law is the creation of a promotion fund for film and audiovisual production in the province, which means an approximate amount of 20 average costs -according to INCAA, the average cost for making a film is 69 million pesos–, with which to produce between 15 and 20 films and develop two series annually. It is for all this that we are talking about a leap that makes the potential that exists today explode, in a province that has enough money, that has three film schools, that annually is launching dozens of young people technically and professionally prepared to make films and series and other types of audiovisual productions. The law establishes that 80% of this development fund is strictly destined to the production of short films, feature films, and the development of series, and that the remaining 20%, in addition to covering the administrative needs that the province favorably has, where there is a pre-existing structure, it is destined to the creation of an audiovisual archive or cinematheque, so that the historical and contemporary production of the province can be recovered, conserved, restored and disseminated. It is also planned to create an international film festival, which the province does not have either, which alternates annually between Rosario and Santa Fe, and allows a springboard for international exhibition and distribution like the one that every festival promotes, in addition to receiving world-class works, many of which, as we know, do not reach theaters. We try to cover the key issues, both promoting production, distribution and exhibition, as well as conservation, so that audiovisual activity reaches the public and is maintained, even developing training plans for viewers with educational institutions and educators.
-The question is rhetorical, but do you see it as possible?
-It is not delusional, the province of Jujuy already has a development fund, which is proportionally 5 times more than what we are proposing; the province of Tucumán already has a fund that sustains the production of 5 films a year; Córdoba has a legal structure that has allowed it, in the last ten years, to make a qualitative leap at the national level, it is the second constituency with the greatest audiovisual production after the AMBA, and it is this legal and economic support that has allowed it to At least 15 films a year of a good level, which circulate at the festivals. 15 of the 24 provinces of the country already have their cinema law.
-I understand that a favorable economic impact is also expected.
-Statistically it is proven at the national level that for every peso invested in audiovisual activity, another 5 are reproduced; this arises from the last year of INCAA analysis. We all know that audiovisual activity is very reproductive and sustainable, there is a diversity of activities that are linked to the making of a film or series, from the technicians and professionals who work to the contributions made to the national and provincial treasury, together with the essential related activities such as gastronomy, hotels, fuel, transportation. Therefore, for every peso invested in a movie or series there are 5 pesos in motion; We are not talking about an expense but an investment, which also offers the public a work.
According to what was exposed by Plataneo, the outlook is encouraging and the audiovisual community has agreed on the need for the law; according to the director: “There is no doubt that it is feasible, but there has to be a political will. Everything is quite covered in the project and that is why it was well received by the deputies. At the time it was something that I raised at the Pulsar Market (Audiovisual Industry Market, organized by the province’s Ministries of Culture and Production, Science and Technology), a very interesting meeting where everyone reflected the same need, but had to write it. Once done, we put it under consideration in assemblies and today the project has the support of the entire audiovisual community as well as at the legislative level in the Chamber of Deputies”.
