Paraguayan Lower House Approves Loan Contracts with IDB and JICA for Water and Sanitation Services in Ciudad del Este.

The Lower House approved the project that authorizes the execution of loans with the IDB and with Jjica, for the financing of drinking water and sanitation services in Ciudad del Este. Many opposed the sanction, but could not avoid it.

A long discussion took place this siesta in the extra session of the Chamber of Deputies, during the treatment of the bill that approves two loan contracts signed between Paraguay and the Inter-American Development Bank (IDB), for up to USD. 115,000,000; and with the Japan International Cooperation Agency (JICA), for an amount of up to JPY 9,130,000

The contracts are for the financing of the project in charge of the MOPC, for the construction of a potable water and sanitation system for the metropolitan area of ​​Ciudad del Este, since the current coverage is not sufficient, as detailed in the explanatory memorandum.

Arnaldo Samaniego (ANR), from the Budget Commission, argued that, with the 250 water service providers, the reach is barely 30% of the population. In addition, other independent systems administered by Itaipu and Essap, which reach 5% of the population.

“70% of the population is self-sufficient from shallow wells in their backyards and the remaining population, 25%, does so through small suppliers,” Samaniego said during the session.

Meanwhile, the Accounts and Control of Budget Execution and Economic and Financial Affairs commissions ruled for the rejection, arguing that the project is untimely and that it is not convenient to approve so many credits, a few days before the elections.

Despite the discussions, the proposal was approved and the document will be sent to the Executive Power for its promulgation or veto.
