The intermunicipal health center was inaugurated on Friday 31 March by the President Clement Pernotin the presence of the prefect and many personalities: elected national like Marie-Christine Dalloz, but also elected at regional, departmental or even more locally representatives of the Community of communes or the communes.

It is true that to achieve this great achievement it took consistency and a large number of meetings. They were preparatory to the project in involving health personnel and elected officials of the community of municipalities since 2016 or that they have been more directly linked to the implementation phase of the project under the leadership of the Dolois architect Serge Roux.
The visit of the premises made it possible to note the adequacy of the building to its vocation of welcoming a very specific public. The premises are spacious and bright and now extensions are planned since indeed the nursing homes are on the rise and will logically be led to develop.
The health center responds to a priority
The various stakeholders, prefect, elected officials and doctors were delighted with this exemplary conduct of a project essentially oriented towards the best possible reception from the public.
Indeed with a average of more than 2,000 inhabitants per independent physician in the Champagnole sector, the national average of 1,000 inhabitants per doctor is more than exceeded.
It is on the strength of this observation that the president of the Community of communes and his community council have since 2016 considered this nursing home for moving away from the spectrum of the medical wasteland and to sanctuary the solidarity between doctors.
In 2008 the city of Champagnole had eleven. After dropping to seven and departures announced in the short term, hopes are now being considered for new facilities and the renewal of retiring doctors.
The health center is aiming for a better quality of care, a wide range of consultation hours, a secretariat and shared coordination. It’s a real team that will have the opportunity to discuss complex cases.

€2.475 million
President Clément Pernot spared no effort to obtain all possible funding. Thus, State, region, department and even European funds will have been mobilized in order to complete the budget of 2.475 million euros. Subsidies represent 64% of the cost excluding VAT The premises are made available to doctors in return for a rent which ensures the Community of Communes the financial balance of the operation. The building, over more than 750 m², has ten consulting rooms, a room allowing group exchanges of caregivers and also awareness or prevention meetings for users. There are also two apartments upstairs that can accommodate trainees or replacements on an ad hoc basis. The building is already planned to receive extensions and why not to receive specialists traveling in the pearl of the Jura according to needs and availability since indeed, just like their doctor colleagues, many are the specialists who were not replaced on Champagnole when they left.
This is not an emergency service
Even if everything is planned to deal with a one-off problem, the various speakers particularly insisted on the fact that the nursing home is not intended to replace an emergency service.
Nor is it a question of concentrating everything in Champagnole. Thus Doctor Constant, although installed at the nursing home, will continue to practice for half of his time in Crotenay in order to avoid travel to his patients. The same goes for Doctor Botebol, in Chaux-des-Crotenay.
With six doctors, one regular replacement complementary, other dietetic caregivers for example the group formed by Asalée and SISA (see box) the care offer for the Champagnole sector rediscovers an attractiveness for therapists trying to settle down.
The opening
The health center will be open from 8:30 a.m. to 7:30 p.m. Monday to Friday and Saturday 8:30 a.m. to noon. The regional health agency (ARS) has not only encouraged the emergence of this project administratively, but it also provides financial support by taking charge of part of the coordination. The classification of the Champagne sector as “deficit” allows specific aid for new installations.

The operation of the new health center of Champagnole includes different groupings.
THE REST
If the health center is a realization of the intercommunality, the internal operation is managed by the professionals gathered in a company called SISA: an interprofessional company of ambulatory care. It allows partners to pool resources in order to facilitate professional practice and the activity of therapeutic coordination, therapeutic education or cooperation within the multidisciplinary care home.

For twenty years, the Asalée association (liberal health action in a team) has been implementing a cooperation protocol between caregivers to improve the care of patients with chronic pathologies. This system makes it possible to intervene in listed cases. In Champagnole, the largest in the department, it brings together 29 therapists, from doctors to nurses, including midwives, podiatrists, etc. and can lead prevention and information actions in schools.
