The Strategic Alternative.. A Project Contradictory in Objectives – Al-Shahed Newspaper

How does the “strategic alternative” train begin to be implemented soon and approved without publishing the objectives of this project, which with it will bring back chaos and not justice and equality, as the project contradicts the state’s directives in empowering and Kuwaitizing agencies and sectors, where all government agencies and sectors have jobs and unifying the salary scale according to grade, with the exception of a group of Jobs and cases, and we refer to this period without the government dealing with its successive interest in publishing and revealing an official study attached to the salary scale to know the importance of implementing the strategic alternative project on the ground, as what we see is that the project needs not study, but complete rejection, especially when referring to the loss of rights and gains Civilian employees, not military personnel, and the first among them are teachers in the Ministry of Education.
Therefore, the Kuwait Teachers Association affirmed its categorical rejection of any prejudice to the teachers’ cadre, and to all the legitimate and earned benefits and entitlements granted to teachers under the cadre that came in accordance with Law No. 28 of 2011, and its amendments in accordance with Law No. 86 of 2017 and without any right to derogate from its clauses and articles.
And the association considered, in a statement by its president, Hamad Al-Houli, that the cadre is a red line, and that what came in the strategic alternative project is categorically rejected, and will not accept it, because it will cancel all legitimate benefits, rewards, allowances and gains for the cadre, and also because it is inconsistent with everything that came in the state’s policies and plans. In applying the replacement and “Kuwaitization” plans, in making the teaching profession an attractive profession, encouraging national cadres to join it, and in consolidating the principles of justice, equality, and fairness for the bearers of the torches of knowledge and the builders of generations, and in raising their material and moral status.
The association stated that the strategic alternative project will have wide and dire negative consequences on the reality of the educational process, noting that “the objectives of the strategic alternative with regard to achieving justice for similar professions do not apply to teachers, because there is no difference in their salaries, and because they all fall within their job title at the Service Bureau.” Civilians under the name of “teacher”, and they are granted the right to enjoy the benefits of the cadre in all its allowances and grades, according to its job levels.
The association added: One of the most important goals of the Teachers’ Cadre Law is the strategic “Quatification” of the profession and attracting the national element to this important job. The strategic strategy would be a factor opposite to this trend, and in the turnout of Kuwaitis due to the lack of financial benefits that would encourage them in the event that allowances for scarce majors were cancelled, which is what this alternative calls for.
The association concluded its statement by noting that the teacher s’ cadre is a red line that we will not accept to amend or suspend under any justification or pretext, and that it will continue its approach and mission to be an impenetrable bulwark for anyone who tries to belittle this great profession and prejudice its high status, and will work to stand with all force against any projects, plans and policies that violate The methodology of the teacher cadre and its basics.
We share what was presented by the Kuwaiti Teachers Association in categorically rejecting the direction of an alternative that is not strategic.
Short word:
The strategic alternative is not a substitute for equality and justice among employees in government agencies and sectors, but rather a strike on the national workforce.
