Cédric G., former municipal police officer of Saint-Ouen (Seine-Saint-Denis), will appear on December 15 before the Bobigny Criminal Court for acts of sexual exhibition and intentional violence by a person holding public authority. The facts, revealed this Thursday by a Mediapart investigation, date back to the night of March 17, 2021, when a curfew was still in effect to fight the Covid-19 pandemic.
That night, three teenagers aged 14 to 16 were arrested by the municipality for non-compliance with this curfew, near the Saint-Ouen ice rink. The arrest would then have been very muscular according to their account: several blows would have been first carried out, and one of the agents, accused of having slapped several times, would then have urinated on them under the eyes of his colleagues, who were not would not have reacted. Worse, his superior is suspected of having wanted to conceal the facts from his superiors.
The municipal police were unaware then, still according to Mediapart, that the big brother of one of the alleged victims was an agent of the BAC, the anti-crime brigade.
The agent in question has since been recruited from Blanc-Mesnil
The municipality of Saint-Ouen reacted this Thursday by recalling that it “reiterates its full solidarity with the victims and their families and condemns with the greatest firmness [ces] intolerable acts”. The municipality also announces that it is a civil party. She recalls that she “immediately suspended” the offending officer and his superior and launched an administrative investigation, after learning of the facts.
At the end of this investigation, she asked the disciplinary council of the CIG, the interdepartmental center for the management of the Petite Couronne, “to pronounce the dismissal from the public service” of these two agents. On April 9, 2021, the body followed this advice for Cédric G. but not for his colleague, who was only temporarily excluded (and for whom no legal proceedings have been initiated).
“Deeming this decision insufficient, the City decided to go further by issuing an order to dismiss the offending agents”, continues the municipality in a press release. Since then, still according to Mediapart, the two police officers have been recruited by other Ile-de-France municipalities. Cédric G. was hired at Blanc-Mesnil (Seine-Saint-Denis). His superior was recruited by the municipal police of Argenteuil (Val-d’Oise).
