WJP Rule of Law Index 2022 – Benin moves up three places

Benin ranks 88th out of 140 countries in the WJP Rule of Law Index ® 2022 Rule of Law Index assessment. Although the overall rule of law score declined for the fifth consecutive year in the most countries, Benin managed to move up three places. This development bears witness to the efforts of the Beninese authorities to strengthen the rule of law and democratic institutions.

The rule of law index is calculated from eight indicators that measure the quality of civil and criminal justice, respect for fundamental rights, the absence of corruption, security, the application of regulations and the government transparency. In these different categories, Benin obtained mixed results.

The country has made significant progress in terms of restraints on the powers of government, open government and civil justice. However, challenges remain to strengthen safety and enforcement. Respect for fundamental rights and the fight against corruption are also areas where Benin must continue to make progress. Benin’s score is below the world average, but it is above the regional average. The country thus ranks 11th out of 34 African countries. It lags behind countries like Rwanda, Mauritius, Namibia, Botswana, South Africa, Senegal, Ghana, Malawi, Tunisia and Burkina Faso, but it is ahead of countries like Gambia, Algeria, Morocco and Tanzania.

This assessment of the Rule of Law Index is important because it identifies the strengths and weaknesses of democratic institutions and highlights areas where reforms are needed to strengthen the rule of law. The results show that Benin still has challenges to overcome, but also that there have been significant advances in certain areas. It is therefore important that the Beninese authorities continue to work on the reforms necessary to strengthen the rule of law and democratic institutions. Civil society organisations, the media and citizens must also play their part in monitoring and reporting on government activities to ensure that the country remains on the path of consolidating the rule of law and democracy.
