Despite so many unused resources available from taxpayers, people continue to bet on the idea of ​​increasing public investment instead of improving it, when the evidence shows that the ability of subnational governments to execute any budget is poor.

We cannot continue to observe how subnational governments take almost twice as long as planned to give the go-ahead to an investment project. In some cases, the delays are up to three times in some regional governments and twice in some local governments, a situation that hinders the efficient use of mining resources.
