Although Texas law allows exceptions when a doctor determines there is a risk of “substantial” harm to the mother, or if the fetus is diagnosed fatally, state doctors, frightened by the possibility of prison sentences of up to 99 years, fines of up to $100,000 and the loss of their medical licenses have exercised extreme caution.
