Fedora may end up with delta RPM, this was suggested by the Fedora Project Leader on Tuesday Matthew Miller. Currently, fast internet reduces the benefits provided by delta RPM. Additionally, it is often faster to download a full package than to download a diff package, but spend more time reconstructing the diffs.
Added to this are the infrastructure and hosting costs of delta RPM. The proposal will have to be voted on by FESCo (Fedora Engineering and Steering Committee). It is not yet clear whether the change would already apply to Fedora 38, or rather to Fedora 39. In the past, there have already been unsuccessful attempts to terminate delta RPM.
