Commission VII DPR RI recommends that the government replace the Head of the National Research and Innovation Agency (BRIN). The DPR commission meeting in charge of innovation and research went hot.
Member of Commission VII DPR from the NasDem Fraction Rudi Hartono Bangun in a working meeting with Head of BRIN Laksana Tri Handoko at the parliament complex, Senayan, Jakarta, Monday (30/1/2023), highlighted the size of BRIN’s budget ceiling. He considered the numbers quite fantastic.
“I want to ask, first about the budget ceiling. I read on page two, the total BRIN ceiling is IDR 6.3 trillion, OK Mr. Handoko, yes. It consists of IDR 4 trillion in operational matters, IDR 1.99 billion in PNBP, IDR .43 billion, and loan it means loan, sir. 435 this is Mr lend to people that’s it right?” Rudi said directly to Handoko after asking permission from the chairman of the meeting.
“Ask permission, Chairman. Loans, sir. Foreign grants,” answered Handoko.
“Oh, sir borrow again. Well. There’s another SBSN, these securities, sir. Rp 240 billion and Rp 1.3 trillion technically. This is a fantastic amount, sir,” continued Rudi.
Rudi then compared the amount of the BRIN ceiling which he said far exceeded that of other ministries. Rudi was surprised that the BRIN ceiling was so much bigger, even though the program was mostly focused on research.
“If you judge from the budget, most of it is for research, Sir, research is in paper form. There is no physical research, sir. It’s not like the Ministry of Agriculture, buying tractors. For example, PUPR has physical roads,” said Rudi.
“This is the comparison, sir. This is just in BUMN, in the same class as the Ministry of BUMN, it has a budget of only Rp. 300 billion, sir. Mr. Rp. 6 trillion, sir. Not this little bit,” he added.
Rudi further questioned the budget for BRIN’s management support program, which reached IDR 4.1 trillion. He asked Handoko to explain in detail about the budget.
Rudi considered the amount of the budget odd because it was not a project. He also suspected that this budget was just a ruse.
“I can see that this is not a project, sir. It could be, I suspect, this is conjecture, it’s just a trick, sir. I asked for a detailed explanation from you, in writing,” he said.
