City gets by without loans – Bonndorf

Bonndorf will invest almost four million euros in 2023. The largest single project with 1.6 million is the construction of the new school administration building.

With 3.82 million euros, the committee achieved its goal on Monday evening: investments without borrowing. According to treasurer Nikolaus Riesterer, the city has four million euros at its disposal. The project list contained a total of almost eight million euros – so it was time to cut back, postpone or cancel projects. The BZ gives an initial overview of the major lines.

The largest single investment of 1.6 million euros will be the new construction of a central administration building at the training center. Martha Weishaar (CDU) was not convinced of the new building. “The school network has only existed for two years, which is too little time to decide whether it is sustainable.” Group colleague Manfred Amann also expressed concerns. “It’s too much for me. We have chunks to do, that’s not the most important thing.” Ultimately, the majority voted for the 1.6 million euros as the first tranche (we will report in detail later).

Infrastructure

130,000 euros flow into the completion of the community center Brunnadern, another 150,000 euros are due for the expansion of the kindergarten in Obertal. This money is necessary for the completion of the outdoor area, according to Louis Frey from the city building office when asked by SPD councilor Bruno Kalinasch. The city didn’t just run out of money for this project – the costs for the renovation of the street in the beer fountain are also shooting through the roof. The fact that the administration now wanted to allocate another 300,000 euros for the project was met with criticism from both the CDU and the SPD – because a total of 1.2 million euros are already available from the years 2021 and 2022. Ingo Bauer decided that this amount should be used for the time being, and Tilman Frank also vetoed it for the SPD.

With around 820,000 euros, a lot of money flows into the sewage treatment plant and sewage system – even if large individual items are postponed to 2024 (one million for the rainwater overflow structure in Wellendingen; 400,000 euros for the conversion of the Wittlekofen plant; 180,000 precipitant plants). The building yard had reported a need for three new vehicles, but after consultation with manager Georg Schanz, only one John Deere tractor will initially be replaced in 2023. Cost factor: 120,000 euros. The fire brigade also had various vehicles on their wish list – but the team vehicle for the Boll/Ebnet department is not available this year; even if the SPD councilor Kalinasch reminded that exactly this vehicle was planned in the fire service concept for 2023. “We don’t want to exceed four million euros, we have to slim down somewhere,” said Mayor Jost. The 600,000 euros for the emergency fire engine were also thrown out again – but only because delivery is not expected until 2024 or 2025. Then the funds will be released.

A big chunk that the majority of the committee – except for the CDU – actually wanted to postpone is the long-demanded construction of a new machine hall for the forest next to the building yard. As city forester Steffen Wolf recalled, the professional association “threw up their hands over their heads” during their last visit. Because at the current location on the Studerareal there is “no light, no electricity, no social rooms”. With the new construction of the hall, the Studer area is finally free, according to the CDU parliamentary group. Tilman Frank also emphatically demanded its over-planning. Ultimately, the majority approved the 250,000 euros for the new hall.

The committee then approved a more symbolic 100,000 euros for the further planning of the Im Breitenfeld IV industrial park (estimated development costs: 1.6 million euros). “We need the commercial area as soon as possible, we want to deposit that,” said SPD leader Frank, whose faction, like the citizens’ list, had registered 100,000 euros. The CDU would even have liked to see 700,000 euros. The city must give the companies a clear signal, says Ingo Bauer. According to Alexandra Isabo, the fact that there are problems in development depends on the scarce eco-points, which city has to show to compensate and on the planning of the left-turn lane.
