NEW YORK — The options for where to buy legal recreational marijuana in New York are expanding as a second dispensary opens its doors in Manhattan.

New York is prioritizing retail licenses to people with prior marijuana convictions. It is seen as a move to balance the injustices of old laws that often resulted in disproportionate convictions for minority defendants.

The first round of marijuana licenses got the green light for three dozen businesses, leading to the opening of the first legal dispensary last month on Broadway, also in Manhattan.

Roland Conner is opening Smacked with his wife and son, and with the support of the New York Social Equity Cannabis Investment Fund and the Bronx Cannabis Hub.
