Ana Oros Daraban, 43 years old, she died torn by dogs, on Saturday, while running in the Lacul Morii area of Bucharest. It was there that she was attacked by a pack of dogs and less than a year ago. She was seriously injured, but escaped with her life, being saved by two cyclists. All the while, the authorities pass their responsibility. A document sent by ASPA to the mayor Ciprian Ciucu shows that in September, when the employees of the institution went to collect the dogs from Lacul Morii, they were prevented by the Local Police.

In an address dated 30.09.2022, to the Local Police Sector 6 and the mayor Ciprian Ciucu, ASPA says that following the incident in April, when Ana Oros Daraban was attacked by a pack of dogs and also considering the subsequent reports from the people of area, a new action by ASPA crews was ordered.
The institution says that following the action it managed to capture 11 dogs in the field, but when the ASPA teams arrived at the cycling track, a team from the Local Police Sector 6 allegedly drove the dogs onto the track and asked the ASPA team to leave the area, saying he’s not allowed to be there.
Saturday, The Town Hall Sector 6 supported that the Local Police of the sector did not receive reports about the dogs in the Lacul Morii area and that the only institution that must monitor and collect the dogs is the Animal Supervision and Protection Authority (ASPA). The town hall also claimed that the land on which the victim was attacked is private – it would have belonged to CAP, and the appropriations would have been made by the Chiajna authorities.
- “The land belonged to CAP, and the appropriations were made by the Chiajna authorities. It is currently owned by three people.
- The sector town halls have no responsibilities on the part of euthanasia, the only institution authorized to monitor and collect the Maidan dogs from the administrative-territorial radius of Bucharest is the Authority for the Supervision and Protection of Animals (ASPA), subordinate to the General Town Hall.
- Even so, the Local Police of Sector 6 supports ASPA. They have weekly actions together. Furthermore, last year the teams were accompanied by the local police in the Gilulesti Sârbi area, as part of the animal sterilization awareness campaign.
- The District 6 Local Police did not receive reports regarding the existence of stray dogs in the area where the tragedy occurred. However, almost daily the local police request the intervention of the ASPA to capture stray dogs from other areas, especially those on the border with neighboring communes.
- Last year, 53 notifications were sent, and from the beginning of 2023 another 36″, claims the City Hall of Sector 6.
ASPA, for its part, supports it that she cannot cope alone, without the support of the Local Police.
- “We know very well that last year in April there was an incident as well. It seems that it is the same woman who was then bitten by dogs.
- From that moment until now, ASPA has carried out dozens of actions in this area, on all the streets adjacent to this field.
- We have lifted over 120 dogs from these streets since last April, since that incident until now.
- I have reported to other authorities because this problem of stray dogs is not only ASPA’s problem.
- We’ve said it and we’ll say it again – capture does not solve the cause, but the effect. We take the dogs found on the streets at that time, but if we do not act through a joint effort with other institutions to take measures to prevent such incidents, unfortunately, we will face such incidents in the future”, said the bearer of word of ASPA, Cătălina Trănescu, according to News.ro.
When asked which institutions they refer to and what measures can be taken, the ASPA spokeswoman answered:
- “Far from me is the thought of making a ping pong between the institutions, that it is not what could help in one way or another, but there are real things that relate to the competences and attributions of each institution and that must be said.”
- She wanted to emphasize that ASPA is responsible for managing stray dogs on the public domain in Bucharest, but the institution should have the support of the local sector police, the National Police, which has powers vis-à-vis ASPA, namely to check dog owners , the owners of animals, if these dogs are microchipped, according to the law, if they are sterilized, if they are kept on private property properly fenced so that they do not have access to go out into the public domain.
Saturday morning, Ana Oros she was attacked by a pack of 7-8 dogs while she was running in the Morii Lake area from Bucharest. Also there, she was also attacked less than a year ago.
