The Animal Supervision and Protection Authority, the institution subordinate to the Capital City Hall that deals with stray dogs, had a budget of 17.8 million lei in 2022. This year, the budget proposal is 20.4 million lei. What did the institution spend the money on?

In 2022, out of the 17.8 million lei budget, personnel expenses were 5.4 million lei, according to the budget published by the website of the Capital City Hall. Feed for animals was 1.6 million lei, and for medicines and utilities, another 1.4 million lei. Other goods for maintenance and operation – 5.1 million lei.
The investments were about 2.9 million lei, the main amount being allocated for the consolidation of two bodies in the Pallady shelter – 2.3 million lei.
In 2023, the proposed budget for ASPA is 20.4 million lei. The budget has not yet been approved by the General Council.Personnel expenses are 5.4 million lei. The investments amount to 2.5 million lei, most of the money being allocated for the modernization of dog shelters.
Cinema drives ASPA
ASPA’s general director is Georgiana Constantina Preda, according to the institution’s website. We do not know what training he has because his CV is not on the website. The only information found is that in 2020 Georgiana Constantina Preda ran for the District 1 Local Council from the PSD.
Georgiana Constantina Preda became the director of ASPA after the former director Andrei Mina Drăghici, appointed by the PSD administration in August 2018, resigned last summer. Before being ASPA’s general director, Georgiana Preda was deputy general director.
The general mayor, Nicușor Dan, announced in the summer of last year that the director of Mina Drăhici resigned, but without announcing who will take his place. Nicușor Dan said at the time that this resignation puts an end to “a mandate in which public resources went rather to various political clients of the PSD, to the detriment of the animals that ASPA takes care of”. He accused the former director of ASPA that he managed the institution’s budget “like his own pocket”, and accused him of damages of almost 500,000 euros.
The general manager has a basic salary of 16,917 lei, to which is added an increase for harmful working conditions of 1,456 lei. In the 2021 wealth declaration, a net income of 120,520 lei appears, which means somewhere around 10,000 lei/month.
The deputy general director of ASPA is Cătălina Trănescu. The basic salary of the deputy director is 14,919 lei, to which is added an increase for harmful working conditions of 1,907 lei.
There are 89 positions in ASPA’s organizational chart, of which 17 are management positions. Of these, about 60 are occupied. Effectively, between 13 and 15 people deal with catching the dogs. Otherwise, most of them deal with dogs in shelters, adoptions and administratively.
The head of the office for the management of stray dogs has a basic salary of 9,690 lei, to which is added a work increase for harmful conditions of 1,238 lei.
A driver has a basic salary of about 4,000 lei, and an unqualified worker from the intervention office about 3,700 lei, to which is added an increase for harmful working conditions of 500 lei.
We remind you that a 43-year-old woman died on Saturday after being attacked by a pack of dogs while jogging in the Lacul Morii area of Bucharest. It is about the same woman who in April of last year arrived at the hospital in serious condition after being attacked by dogs in the same area.
