Strengthen the independence of cultural affairs inspectors

Signed by Prime Minister Élisabeth Borne and Culture Minister Rima Abdul-Malak, the decree of 27 December 2022 amends the organization of the IGAC. Its missions remain unchanged, namely inspection, control, evaluation, but also advice, support, verification, investigation, appraisal, study or even mediation. .

With the authorization of the Ministry of Culture, IGAC members carry out checks”at the request of other national authoritiespublic bodies, local bodies or their groupings, foundations or associations, foreign countries, international organizations or the European Union».

The prerogatives of the IGAC”exercised against central and decentralized services, services of national competence, national public bodies and, within the framework of laws and regulations, bodies dependent on the Minister of Culture or beneficiaries of direct or indirect serviceof the ministry.

Among the major changes in the organization of the IGAC, the creation of a coordination committee«responsible in particular for establishing the planning of missions and joint work for the General Inspectorate for Cultural Affairs and the services responsible for a specialized inspection mission“. Chaired by the head of the service of the general inspectorate of cultural affairs, this committee will organize and rationalize the missions of the service, in short.

The other major change in the organization of the IGAC concerns the inspectors themselves. This last”are independent in carrying out the tasks entrusted to them“, now underlines the law.

«They are free to make their own analyzes and conclusions» and sign the minutes established at the end of their investigation. However, “[u]n inspector general or an inspector may refuse to sign a report whose conclusions he does not share in whole or in part. He then delivers a reasoned note to the head of the general inspection service, which is attached to the report.“, specifies the text.
