The Russian president has asked for proposals for the next steps of the invasion. The commander of the Russian armed forces in Ukraine, General Sergei Surovikin, was one of those who presented the report, British intelligence said.
At this meeting, Putin most likely intended to demonstrate collective responsibility for the invasion of Ukraine. This publicity was intended to deflect Putin’s responsibility for the military failure, the large number of Russian soldiers killed during the war, and growing public dissatisfaction with the mobilization.
