– carries out general management in the field of preparation for mobilization and mobilization of the state;
– determines the goals, tasks, type, scope, order and terms of the preparation and mobilization of the mobilization;
ensures, through the National Security and Defense Council of Ukraine, coordination of the activities of the bodies of the executive branch, other state bodies, the Armed Forces of Ukraine, other military formations in the field of mobilization preparation and mobilization;
– determines the structure and approves the mobilization plan of Ukraine for a special period, the regulation for preparing for mobilization of the Armed Forces of Ukraine, other military formations, the regulation for the procedure of mobilization in Ukraine;
– grants (deprives) citizens or certain categories of citizens the right to exemption from conscription during mobilization and in wartime;
determines the procedure for announcing mobilization.
The mobilization in Ukraine was announced in the first days of the full-scale Russian invasion. At the time, the memorandum of understanding indicated that the mobilization would continue until the required parties were fully staffed.
On 6 December, the Interior Ministry noted that it was not yet necessary “to carry out summonses at checkpoints”.
