Public higher education systems in the United States achieve this with 3 types of levels: community colleges, state universities, and elite benchmark universities (usually “University of”). Each step is more selective and democratic access is given by concentrating scientific and research resources on the main universities
For some special careers, the Natural Sciences and Health Knowledge test is applied.
This defines who will be able to participate in these competitions and the possibility of participating in order of merit. This system ensures a more efficient allocation of resources when accompanied by a commitment to quality. With these inputs, meritocracy can develop in the higher education system: the scarcity of positions and the pre-selection of students, when accompanied by an effort to provide high-quality training, can automatically qualify the public institution graduate as a professional From the first line.
This is a complement to the current system, as we do not believe in limiting democratic access to higher education. The private sector should compete on quality, creating meritocratic programs or institutions.
The different placement tests can be used so that prospective students can simultaneously manage their applications to different courses and enter the one that suits them best.
A complete meritocratic system, public and private, will give more prestige to national education. We believe that interesting opportunities can be created which in many cases take away the reward of studying abroad and which facilitate the maintenance of these professional skills in Honduras.
