The European Union has accepted a proposal to create a special compensation mechanism to help poor countries deal with the consequences of climate change. However, environmental activists say the money could be wasted if emissions and fossil fuel use aren’t reduced along with it. But moving away from coal is a tall order that countries like India and many others are reluctant to accept. Therefore, it is only about reducing its use.
