US-China Strategic Competition Strategy Projection… Opposing US Decoupling and Trying to Unite Developing Countries

The key words that Chinese President Xi Jinping stressed at the G20 summit before returning to the global multilateral diplomatic arena are summarized in ‘supply chain’ and ‘a belt and a road’.

President Xi, who suspended overseas visits for a long time after the spread of Corona 19 and has not met foreign guests except for the Beijing Winter Olympics in February, has resumed overseas visits after about 32 months through a tour of Central Asia in September.

However, the visit to Central Asia was aimed at attending the Shanghai Cooperation Organization (SCO) summit, which was attended by most of its friendly countries, including Russia, and it could be said that it was of local diplomatic participation.

The G20 summit held in Bali, Indonesia, is the first time that President Xi has participated in name and de facto in a global multilateral meeting since the outbreak of COVID-19.

In particular, it was also significant as a stage for revealing to the international community the diplomatic project of the third term in power.

During his speech at the 15th G20 summit and bilateral talks with 11 countries (USA, France, Netherlands, South Africa, Australia, Korea, Senegal, Argentina, Spain, Indonesia, Italy), including Korea and the United States , held on the 14th and 16th, particularly highlighted the stability of the supply chain as a global issue and Belt and Road as its agenda.

Turning to the supply chain issue, Xi said in a speech at the G20 meeting on the 15th: “The root of the current crisis is not a problem of production and demand, but that the problems with the supply chain have hampered international cooperation”.

Furthermore, at the first face-to-face meeting with US President Joe Biden on the 14th, “Starting trade wars or technology wars, building walls, promoting decoupling (decoupling) and supply chain disconnection violates the principles of the economy of market and undermines the rules of international trade.” he criticized.

Then, at the 15th Korea-China summit, President Xi said that the two countries “must jointly ensure the security, stability and smooth flow of the global industrial chain and supply chain.”

Xi also said in a summit meeting with the Netherlands: “The world is one body and countries should cooperate with each other rather than pursuing ‘decoupling'” and then added: “We must oppose the politicization of economic and trade issues , of global industrial chains and supply chains. We must remain calm, “he said.

During his meeting with French President Emmanuel Macron, he stressed that “both sides should expand bilateral trade and investment, maintain a stable and smooth flow of global industrial and supply chains, and maintain economic rules and order and international trade”.

He urged South Korea, the United States, the Netherlands and France, a key country in Europe, which occupies an important place in the global semiconductor supply chain, to oppose the decoupling of the supply chain from the United States to China and not to participate at the same time.

This shows that China is trying its best not to be isolated from the semiconductor supply chain, which will determine the success or failure of “technology competition”, a key area of strategic competition between the United States and China.

During a meeting with South African President Cyril Ramaphosa on the Belt and Road Initiative, a land and sea silk road linking China, Central Asia and Europe, Xi said, “Strengthening the link between the Belt and Road Initiative and the South African Economic Reconstruction and Recovery Plan.” I want to do it,” he said.

President Ramaphosa responded by saying, “South Africa will actively participate in the joint construction of the ‘Belt and Road’ by referring to China’s experience in green development and energy transition and welcome the investment and cooperation of Chinese companies in South Africa.” .

In addition, President Xi said in a meeting with Argentine President Alberto Fernandez, “I want to accelerate the ‘Belt and Road’ high-quality cooperation.”

At the same time, while meeting with Indonesian President Joko Widodo, Xi said, “China wants to continue to deepen the link between the Belt and Road and ‘global maritime hub’ initiative with Indonesia,” and announced the high-level Jakarta-Bandung high-speed rail project under construction in Indonesia with Chinese capital and technology, said it would try to finish it as quickly as possible.

The two leaders also signed a joint document containing a cooperative plan for the joint construction of the Belt and Road Initiative.

Moreover, President Xi has confirmed to the leaders of developing countries participating in the Belt and Road Initiative that he will continue to push the promotion of the Belt and Road despite controls from the West, including the United States.

It is interpreted to reflect the strategy of further consolidating the position of the leader and spokesman of the group of developing countries through One Belt, One Road and breaking the encirclement of the United States on the basis of it.
