RH WEKA Territory Award: Argenteuil trains candidates for the competition for municipal police officers

While the needs municipal police are constantly increasing, applications are scarce and the sector is under great pressure: out of 24,000 posts nationwide, 4,000 are still to be filled, including 1,500 in Île-de-France. Thus, in Argenteuil (Val-d’Oise, 11,600 inhabitants), recruitment is limited to only a quarter of the ideal theoretical workforce. “There is often a municipal police transfer window. It is difficult to find them on the market and we steal them from each other…”, explains the mayor, Georges Mothron. For identical positions, the differences in remuneration between communities can reach more than 30%. The Municipality has therefore decided to “sponsor” the candidates for the competition, creating a special training, in collaboration with the Campus des mestieri e delle qualizioni (CMQ) on safety and Pôle emploi. Objectives: to offer them a good chance of success and fill the gaps in the municipal policies. In return, the winners will be hired for three years.

The competitive training, lasting approximately 150 hours, will provide candidates with the basics of French, mathematics, sports and the use of digital tools. It will take place between January and May 2023. The CMQ, a top-level venue for the security, safety, cybersecurity and innovation professions, will provide theoretical training. It will be complemented by an internship in municipal police service of the city, in order to offer candidates field experience, in connection with the specificities of the profession and promote their local anchorage through the discovery of the territory, teams and methods. The idea is to retain the trainee once the competition has been obtained.

Participants will be able to acquire specific safety titles: certificates of first aid workers, fire service and personal assistance (SSIAP) and professional title of prevention and safety officer.

The city has communicated since the beginning of summer 2022 to publicize its project and attract volunteers (18 to 45 years old maximum, of French nationality, without a criminal record, possessing at least a secondary school diploma and with fitness for physical practice ), informing them during the meetings on the Campus, associated with a two-day immersion inside the municipal police. The selected candidates will be supervised by a contact person from the city’s safety and prevention department and by the campus teaching teams – around ten professors and the director of training.

“We have a partnership with Pôle emploi, which introduces candidates to us and which it finances through individual training assistance,” continues the mayor, who has received a scholarship for this initiative. An initiative that will lead in particular to the creation of a pool of recruits thanks to which the city will be able to reduce local recruitment problems.
