The director of the National Council for Science and Technology (Conacyt), María Elena Álvarez-Buylla, reported that the Mexican vaccine Patria, against Covid-19, It is already in the last phase of clinical trials to be applied as a booster.
He announced this during his appearance at the Science and Technology Commission at the Senate of the Republicas part of the gloss of the fourth government report of President Andrés Manuel López Obrador.
The official stressed that the Mexican vaccine trials meant a large investment carried out with the resources of the trusts available to the entity.
He stated that Patria was developed in compliance with national and international regulations, “Which allows for the highest safety standards for its use in humans”, At the same time, he pointed out that this type of development usually takes more than 10 years, even under ideal conditions.
Regarding the progress of the trials, the chief of Conacyt said that the vaccine “has shown safety and efficacy in animal studies at the preclinical stage; in clinical phase 1 in human studies shown to be safe e in phase 2 studies, which can be used as a boosterthis is where we prioritized effort ”.
Before the senators, Álvarez-Buylla said that previous administrations have authorized millionaire transfers to the private sector, at the expense of national scientific development, through various trust funds from the public budget.
“We found a management complexity parallel to the functions and obligations of this institution, a subrogation of substantial functions to private subjects “has indicated.
He pointed out that the division between public and private has been broken and many of the substantial functions of this Council were no longer the responsibility of the institution itselfbut it had been substituted by private sector entities and companies.
María Elena Álvarez-Buylla stated that a policy centered on the generation of trusts, which reached 91, started in the government of President Vicente Fox and transfers accelerated during the term of President Felipe Calderón.
He stressed that these “big transfers” in 2014 added up 45 thousand 643 million pesos which, through Conacyt, went to transnational companies such as Monsanto, Volkswagen, Continental, Bayer, BMW, Honeywell, among others.
As for the period corresponding to the presidency of Enrique Peña Nieto, he reported that there was a “huge expense” under the pretext of innovation, for which Mexico increased the resources allocated to this item by 162%but paradoxically, the efficiency of innovation has fallen by 16 places compared to other countries.
For this he told the members of the Science and Technology Commission that a first action taken by this government was order administration, make resources more efficient and transfer as little as possible, and if it did, it was accomplished with specific objectives of technological innovation.
He said efforts have focused on recovering assets from insolvent projects, of which seven thousand and five hundred million pesos were obtained.
