However I think he is right. It has not been said that “iPadOS 16.0” is out today, but that “iPad OS 16” is out today. I mean, if you say you upgrade your PC to Windows 11 without mentioning a build, you are right. If you upgrade your iPad to “iPad OS 16”, that doesn’t mean it’s not 16.1, 16.1.1, 16.2 (beta) or anything else, just the overall “major version” of iPad OS 16. Another perspective example is Parallels Desktop. Install or upgrade to Desktop 18. If you install 18.0, 18.0.1, 18.0.2 or 18.1 it does not change the fact that you are using “Version 18”. (The details are only needed for troubleshooting and to really see the patch level.)
Technically it’s just that you can use the major version and it’s not mandatory to name the minor iteration when talking about upgrading in a general sense.
So that the specific update to 16.1 is correct, but it is not mandatory to name it. 1. “iPad OS 16 is also available from today” is therefore correct wmb. Either way, it’s rambling on the sidelines and ant-fuck because it doesn’t really matter in the end, but that’s aside.
