The Lebanese parliament fails for the third time to elect a president

On Thursday, the Lebanese parliament failed, for the third time, to elect a new president to succeed Michel Aoun, whose term expires on 31 October.

Parliament president Nabih Berri opened a parliamentary session after 119 of the 128 deputies attended, according to the Anatolian correspondent.

During the vote, the votes of the deputies were distributed among the candidate, Representative Michel Moawad, 42 votes, against one vote for Milad Boumelhab, 55 blank sheets (parliamentarians who invalidated their votes), 17 sheets on which it was written ” New Lebanon “, and 4 documents canceled.

According to article 49 of the Constitution, the president of the country is elected in the first round of voting with a majority of two thirds, or 86 deputies, and an absolute majority in subsequent sessions is sufficient, provided that the quorum to participate in such sessions , both the first and the second, is of 86 deputies.

Berri called for a new session to try to elect a president on Monday 24 October.

On the 13th of this month, Berri postponed the second session for the election of the president to Thursday due to lack of a quorum.

On September 29, Parliament had previously failed to elect a President of the Republic during a session attended by 122 deputies.

According to observers, consensus on the election of a new president for Lebanon awaits regional and international consensus, and could be linked to an upcoming agreement to delimit maritime borders with Israel, with American mediation.

And at the beginning of last September the constitutional deadline for the election of the new president of Lebanon by the parliament, which expires on October 31st, began.

The term of office of the President has a duration of 6 years, not renewable, and cannot be re-elected until 6 years after the expiry of his first term.

The constitution does not oblige those wishing to run for presidency to submit nominations in advance, as any deputy can elect any Lebanese Maronite, provided that nothing prevents or contradicts basic conditions such as age and criminal record.
