On 1 October, three years have passed since a fully digital construction process became available in Latvia. The 2nd cycle of the Construction Information System (BIS) development project managed by the Construction State Control Bureau (BVKB) will conclude in November. Within its structure, various system improvements have been implemented, which significantly change the daily life of the industry. All documents related to building operation are now available in one place: the “BIS Mobile” mobile app provides more convenient communication between the system and the user, while the construction waste accounting system allows you to progress in achieving the European green goals.

The overall objective of the 2nd round of the project was to collect documentation related to the functioning of buildings in a single system, create a mobile app as an additional channel for communication with the customer, and introduce construction debris accounting for more management of success and the implementation of sustainability objectives. As part of this round of the project, which will run until November, various improvements have already been developed to BIS for the review, coordination and monitoring of construction plans and construction projects, supervision of building operation, data management of construction traders and construction specialists, management of the energy efficiency of buildings, as well as improvement of the notification and information process.

The system offers a number of benefits to users
With the development of the second phase of the project, BIS has the opportunity to keep all documentation related to the operation of the house or building. Multi-family homeowners can now electronically create survey questions, send notifications, view documents attached to the home file, and authorize another person with the right to represent the owner. Home managers have the opportunity to enter meter measurements into the system, account for accumulated funds or operating costs, record repairs, receive survey questions or send notifications to apartment owners. But construction specialists can prepare and record technical investigation opinions in the system. It is also possible to remotely carry out a series of actions that previously required a visit to several institutions – order a cadastral survey of a building or group of premises, update the cadastre data, if the use of a building or group of the headquarters has been changed without reconstruction, it is possible to receive technical regulations and coordinate projects, but much more.
The electronic construction works register has also been improved, which will contribute to the transparency of construction progress and monitoring, as well as the availability and structure of data for the specialists involved in the process. One of the main advantages of the construction work log is that it can be remotely accessed by the building inspector and prepare for inspection, eg. see planning control measures more effectively. Support is provided for the principles of the Building Information Model (BIM) and the BIS Integrated Energy Resource Information System (ERIS), which includes information on energy efficiency promotion measures implemented by retailers, anticipated energy savings and others information relevant to the monitoring of the energy field.
On the other hand, the new mobile app already provides the ability to view the notifications received by BIS, configure their types, but soon it will also be possible to file a complaint and create new authorizations or proxies.
Useful for both builders, supervisors and experts
Currently, BIS is used for various purposes by a total of approximately 110,000 users. Compared to December 2017, when BVKB became a BIS operator, the number of users has nearly tenfolded, while the number of construction cases registered with BIS has increased from 47,767 five years ago to around 220,000 today. The BIS is not only a working platform for construction process participants and supervisors, it is also a place where everyone can check the data and find information that can be very important if you are a property owner or your building. it is still under construction.
In total, 16,624 industry specialists were trained within the project and 5,320 specialists were involved in defining overall requirements and developing business processes, representing 95 institutions and participating in 314 working groups.
The BIS is being developed as part of the European Regional Development Fund project “Development of construction processes and information system (2nd cycle)”, agreement no. 2.2.1.1/19/I/005, by. The implementation of the 2nd round of the project will take place until November 2022.
