“Citizens must move as much as possible!” Will there be a municipal police in Rezé or not? Residents vote on October 2nd

It was a campaign promise from the Rezéenne team: eight additional agent positions on the public highway. Municipal police, ASVP, brokers, it will be up to the inhabitants to choose. The city, engaged in a process of participatory democracy, is organizing a citizen consultation for 2 October.

Rezé, south of Nantes, 42,000 inhabitants. And a growing sense of insecurity in the population. In 2019 the numbers of crime exploded, in particular that of burglary.

Public tranquility was at the center of the campaign for the last election. On 2 October, citizens are called to the polls. They will have to decide for or against the creation of a municipal police.

The argument is divisive. Divide people. On the bowling green near the media library, in the castle district, discussions are going well.

“We need a municipal, non-municipal police with four men, eh! We need at least ten. Today it is essential. There are thefts everywhere, everywhere, everywhere”, says Marcel.

“Thefts, incivility, whatever you want, there is everything”, confirms Michel another inhabitant.

“I am against it. The national police do not already have the means to do their job. I don’t see why we will create more jobs”, adds the bowler hat.

Guys, they won’t be able to do anything more. They will roam the area, it will be their only means of action.

On the ground for now: seven highway surveillance officers. These ASVPs handle waste, the unsanitary housing issue and control parking lots.

For the management of daily conflicts, six mediators pass through the different districts of the city.

Sometimes we are called to tell us that my scooter has been stolen. I tell you to go to the police. People confuse because of the uniform

“We manage neighborhood conflicts. We also manage all complex situations, such as domestic and family violence. We also take care of people with psychological disorders or who are isolated, whether they are elderly or not.”describes Céline Ronsard, mediator at Rezé since 1999.

The heart of mediation is always speaking, speaking, speaking and above all listening, listening to the citizen and listening and understanding his problem.

By the end of the mandate, in 2026, eight new positions will be created. ASVP, mediators or municipal police? Residents to choose from. Four public meetings were organized in September.

The opportunity for elected officials to justify the choice of a citizen consultation. And above all, clearly differentiate the missions of each one.

Contrary to what many Rezéen believe, the municipal police have no investigative powers. He could not therefore intervene on thefts and trafficking. Two black points that worry the population every day.

We will not tell people “the municipal police will solve your problems”, it would be wrong, it would be dishonest of us.

“We know well that we need a stronger bond and a stronger presence in the public space. A field that the state has unfortunately abandoned and which is essential. We will therefore hire eight agents who will be in the public space”, adds Jean-Christophe Faës, assistant of the Public Quiet, Prevention and Conciliation Center.

In Reze; According to elected officials, “the national police are overwhelmed”.

The Police Headquarters closes at 18:00 It is partially closed on weekends, open only on Saturday mornings. Three patrols cross a territory of 60,000 inhabitants. It’s ridiculous!

That evening in the hall the testimonies follow one another: “I’ve been robbed four times. With the flashlight in my face in the middle of the night or completely in broad daylight”. There is fatalism in this resident’s voice as she picks up the microphone. So a municipal police, ” she says yes “.

Others prefer prevention to repression. “We need more brokers”, says an attendee at the public meeting.

We must foster solidarity, support, education and ensure that the state takes on its responsibilities

“People are afraid that a municipal police force is expensive. I think municipal and national police are complementary. I know they don’t have the same powers of action. 8 places won’t make a big difference but we still fear the cop.” , says another Rezéenne.

The creation of a municipal police would cost more: a mediator costs 39,000 euros per year, an ASVP 41,000 and a municipal police officer 46,000 euros.

I’ve never been robbed, I’ve never been robbed, so I don’t feel that insecurity some people talk about

“Anyway. We are consulted, we are asked to choose, it is a very good thing. We have to talk about it among neighbors so that as many citizens as possible can go and vote.”concludes Catherine, who has lived in Rezé for 50 years.

The consultation will take place on 2 October from 8:00 to 18:00 in the usual polling stations. Proxies are accepted. The municipality states this without any ambiguity: whatever the participation rate, the result of the vote will be respected and applied.
