The salaries of professionals have fallen below the national wage average and the workforce has not kept pace with the increase in activity. The Covid-19 crisis has highlighted these weaknesses. Furthermore, profound changes are affecting the care pathways: new caregiver / patient relationships, scientific innovations, outpatient and digital journeys;
• a conflicting health situation. Overall, the population has good health indicators. But life expectancy without disabilities is lower than in other European countries and social and territorial health inequalities are increasing;
• a democratic crisis. The distrust of the French authorities towards public authorities is growing, particularly with regard to health.
