The statement that these satellites were “legitimate targets” hit during wartime operations was made by the Russian delegation on Monday (September 12) at a meeting of the United Nations Open Working Group (OEWG) on Space Threat Reduction, held in Geneva on 12 September -16 September.

This was stated by Konstantin Vorontsov, a member of the Ministry of Foreign Affairs Russia and the head of the Russian delegation to the United Nations for disarmament.
In a statement released on Monday (9/12), Vorontsov said that the Russian delegation wanted to highlight the very dangerous trend that goes beyond the use of space technology and the threat that has become increasingly real during the events in Ukraine.
Vorontsov said the use of the assets satellite commercial and civilian use by the United States and its allies during the ongoing invasion of Ukraine constitutes indirect involvement in a military conflict. Therefore, quasi-civilian infrastructure can be a legitimate target for an attack.
“At the very least this provocative use of civilian satellites is called into question by the Outer Space Treaty, which regulates the exclusively peaceful use of space, and should be strongly condemned by the international community,” he said.
