In the comprehensive audit of Seoul National University, a national university company conducted by the Ministry of Education from September to October last year, it was revealed that a total of 666 people, including 1 serious and 3 read, 255 warnings and 407 warnings , were subject to identification. This was an audit of 7838 faculty and staff at the time. This is the first comprehensive audit since Seoul National University was formed in 2011.
According to the Ministry of Education on the 14th, following the audit, Seoul National University revealed operational problems in various fields such as organization and personnel, entrance / graduation examination, budget / accounting, industrial / research expenses and facilities /property . An education ministry official explained: “It is unusual for more than 400 people to be identified simultaneously in a single case in a university audit.”
A severe disciplinary action was against Mr. A, a professor in charge. While managing the labor accounts of three research students, he arbitrarily used 20.90 million won out of a total of 166,924,000 won paid by the SNU Industry-Academic Cooperation Foundation without telling the students where they would use them. Also, as if purchasing a laptop PC (9.46 million won) not included in the research plan with a research fund card and purchasing consumables such as an external hard drive, it required separate issuance of the transaction statement and personally owned and used it. The Ministry of Education has decided to ask for severe disciplinary action against the professor at Seoul National University, to recover the full amount of the wrongful execution and to file a complaint for “fraud, etc.”
The three mild disciplinary sanctions included Oh Se-jeong, president of Seoul National University. This is because they did not adequately decide on disciplinary actions against former Minister of Justice Cho Kuk (Seoul National University School of Law) and Lee Jin-seok, former head of the Office of National Affairs at Blue House (Seoul National University Medical School ). According to the Ministry of Education, the president of Seoul National University must request a disciplinary decision from the disciplinary committee after receiving a notification from an investigative agency about a teacher’s criminal case. However, President Oh did not ask for a disciplinary resolution and, as a result, six out of 12 cases of former Minister Cho’s crimes have expired.
A procurement case with a company without a construction and construction execution license was detected, and caution and warning measures were issued to the staff in charge of administrative processing. The Ministry of Education also filed a separate complaint against the company’s representative. In addition, there have been cases in which relatives or relatives up to the fourth grade have been called to adopt mild disciplinary sanctions for violating the Code of Conduct for teachers and staff, such as carrying out tasks related to admission while applying to the school for teacher specialization. It was reported that the professor did not show up at the university even though one of his children and a grandson were following their own course or thesis orientation student.
The Ministry of Education received 58 cases of ‘administrative measures’ (20 cases of formal notice by bodies or managers of bodies, 34 reporting cases, 4 cases of improvement), 8 cases of ‘financial measures’ (recovery of 250 million won),) asked for the Seoul National University’s arrangement. An official from Seoul National University explained: “At the request of the Ministry of Education, we are implementing disciplinary and corrective measures through continuous discussion.” He continued: “As we have undergone a full audit for the first time since incorporation, we will prioritize the completion of corrective measures and are expected to have discussions thereafter to prevent recurrence of misconduct.”
On the other hand, the communication of the results of the global audit by the Ministry of Education is the final provision that has gone through the re-resolution raised by the school. Seoul National University, a national university society, when the Ministry of Education requests disciplinary action against a teacher, the corporate board decides on disciplinary action. If Seoul National University does not meet the disciplinary requirement, the Ministry of Education can adopt administrative sanctions such as reducing the fee through follow-up inspections.
