Municipal company “Riga traffic” and the Central Finance and Contracts Agency (CFLA) have signed an agreement to receive co-financing from the EU Cohesion Fund to implement the project “Adjustment of the Riga tram infrastructure to the parameters of the low-floor tram”, reports “Rīgas satiksme”.

Co-financing for the project is 85% of the eligible costs, ie 38.78 million euros; total costs are planned at 55.2 million euros.
“This is an important project for the development of the tram infrastructure, which is implemented by attracting EU co-financing. We are creating modern tram traffic that will improve the mobility of the population, as well as the movement of all groups of passengers – especially senior citizens, parents with children and people with special needs. For the realization of the project, of course , significant investments are required, therefore the concluded agreement for receiving EU co-financing is a significant support in achieving our goal”, says the chairman of the board of “Rīgas satiksme” Jineta Innus.
As part of the project, it is planned to restore the infrastructure of the 7th tram route in the section from Central Market to the end point “Ķengarags”. In order to ensure the advantages of the low-floor tram and the accessibility of the environment for every passenger, it is planned to rebuild and raise the platforms of several stops, while in order to ensure the adaptation of energy supply facilities to the parameters of the low-floor tram, both the catenary structures and electrical cables will be rebuilt.
Also, the project envisages reconstruction of the tram infrastructure for approximately 2 kilometers in the section of the 5th tram route from the intersection of Slokas iela and Jūrmala gatve to the end point.Iļguciems“, adapting it to the parameters of low-floor trams, as well as ensuring the construction of platforms in the route section’s stops that meet environmental accessibility requirements.
With the aim of shortening the time of crossing the intersection and increasing the safety of tram traffic in the interchange area, the project also plans to rebuild the tracks at the intersection of 11 november embankment and 13 januvar street. The interchange control system will be installed, increasing the safety level of tram traffic and providing the possibility of remote control of interchanges.
Until now, “Rīgas satiksme” has made a significant contribution to the development of construction projects for the reconstruction and renovation of the infrastructure of the mentioned objects, which will last until the end of the summer of 2022. Also, construction projects for renovation / reconstruction / construction of five substations are currently being developed. The design works of the substations will be completed in October 2022.
Procurement processes for construction works, which are organized in the form of closed tenders, in two rounds, respectively, have also taken place. In the first round, applicants who have the appropriate qualifications (experience and capacity) to perform such infrastructure reconstruction works are selected. On the other hand, after the complete development of construction projects, within the second round, those applicants who meet the selection requirements will be invited to submit a price offer for construction works. It is planned to conclude the contracts for construction works on the reconstruction of the tram infrastructure at the end of this year, while for the construction works of the substation – in the first quarter of 2023. The deadline for commissioning the constructed objects is the last quarter of 2023.
