From Sarcelles, we know the Grand Ensemble, its towers and bars that emerged from the ground on the plain of Lochères more than sixty years ago. We think less of the old village which once had up to seven mills operated by the Petit Rosne.
Today crossed on both sides by an old secondary road, the town has, year after year, survived several decades of virtual abandonment. It still includes the remains of former farmhouses, old habitats typical of Ile-de-France, which have become unhealthy today at the heart of a requalification operation.
The project is ambitious; it has just enabled the municipality of Val-d’Oise to obtain 1.2 million euros, as the winner of the second call for projects from the wasteland fund launched by the State. The territory does not have a very good reputation but it has some advantages, including an RER station.

With the Climate and Resilience law and zero net artificialisation (ZAN), the challenge of this rehabilitation is multiple. Beyond the treatment of unfit housing – an issue to which the Roissy Pays de France agglomeration community is committed – Sarcelles wants to transform its city center and bring back the middle classes.
Due to “the presence of a remarkable and ordinary urban heritage and historic monuments, urban quality will have to respect several recommendations”, specified in 2020 the report presenting the revision of the local urban plan.
For the time being, given the state of the buildings in this sector, the city had to take danger orders and started to regain control of the land, but the process quickly weighed on its finances. “The domain services appraise the buildings according to the market value and they do not take into account the work that would be necessary to make them habitable”, explains Marien Billard, director of development within Foncière Logement, an operator dedicated to social diversity. and the reduction of substandard housing in the Housing Action galaxy.
In such a situation, Foncière Logement finances the planning policy to relieve the community thanks to its Digneo system, subsidized by the participation of companies in the construction effort (PEEC) to the tune of 400 million euros. In Sarcelles, where unfit housing is a textbook case – some owners even rent garden sheds – it will involve demolition and reconstruction.
13 million euros of investment
Some sixty dwellings are now identified in the area. With the future organization of space and the new project in accordance with town planning rules, 47 apartments should be delivered, all under the control of the architects of the buildings of France.
Foncière Logement will launch a call for tenders next year aimed at architectural firms and construction companies. “We are planning delivery in 2025, which means that work will have to start in 2023”, specifies Marien Billard.
The case will only be playable on time if the issues of land control are completed in the coming months. And for the time being, no one excludes having to resort to lengthy expropriation procedures. The inhabitants of unsanitary buildings eligible for social housing will be relocated elsewhere in the municipality. Some of the future tenants of new buildings will be offered the resale of their apartment after ten years.
In total, the operation represents an investment of 13 million euros.
