You can download a video or audio file if you own the file or have editing permissions. And this is how you proceed:

Open the file in the Stream Web App and select “Download” out.

Navigate to the file in OneDrive or SharePoint, select the file, and choose “Download” out.
Or select the three dots next to your file and then “Download” out.
